In the framework of the Congress the head of the accounts chamber of Russia Alexei Kudrin has assumed the position of President of INTOSAI.

Cooperation and exchange of experience among the audit community is the basis for joint work in priority areas identified by the United Nations as the goal of sustainable development. We are talking about ensuring economic growth, improving the welfare of people, protection of the environment. This was stated by Russian President Vladimir Putin during a visit to the XXIII Congress of the International organization of Supreme audit institutions (INTOSAI).

“These objectives are in line with, and coupled with our long-term plans. Like many other countries, Russia is implementing a large-scale for our country, it is no exaggeration to say, a very large-scale projects in economy and social sphere, ecology and technological progress. They primarily aimed to achieve fundamental, tangible changes in the quality of life of our citizens”, — said the head of state.

Vladimir Putin stressed that the pace of modern life, technological changes and ambitious objectives that stand before the countries set new standards for all spheres of life, including for audit.

“Today, this is also an area of innovation, the search and experiments. A good example was the decision to translate the work of your Congress in a paperless format when all the documents and work materials placed on the website in the global network made available not only for participants of this professional process, but also to a wide range of professionals, experts, community”, — noted the President of Russia.

In turn, Sergei Sobyanin thanked the audience for the fact that Moscow became the city where the next international Congress, and noted the great contribution of the Russian capital in the development of the whole country: “In Moscow, home to 12.5 million people, in Moscow Metropolitan area — about 20 million. Moscow, the Moscow agglomeration is one of the main drivers of the development of the country, new technologies and new economy”.

The Mayor congratulated Alexei Kudrin with the inauguration of the President of the International organization of Supreme audit institutions and expressed hope that the new appointment, the Chairman of the accounting chamber will bring many new and interesting in financial and audit control.

“We have repeatedly spoken about how to develop accounting and financial control, and we have a common understanding that, in addition to the audit of the finances, it is necessary to pay great attention to the efficiency of spending not only financial resources but also of any material, personnel resources in achieving the national goals”, — said the Mayor.

He added that despite the seeming simplicity make this pretty difficult. You need to pay attention to how effectively use human resources, how well built the structure is, for example, in education or other fields.

“As such, it is possible to estimate the work related to the computerisation of public services? Of course, it can be estimated from the point of view of the amount of expenses borne by the state, and complying with certain accounting rules. And you can count a huge amount of time saved by our citizens. As, for example, it is possible to evaluate investments in transport infrastructure development? You can, of course, calculate the amount of money spent on the construction of roads, laying of rails, manufacturing of cars, buses. And you can count the amount of time saved by trip, take into account the competitiveness of a region, attracting investment,” — said Sergey Sobyanin.

Alexei Kudrin said that Russia’s presidency of the INTOSAI is a great honor and responsibility at the same time: “We want to fully meet the expectations of all our international audit community.”

He added that the basis for the development of Supreme audit institutions — in a dialogue to exchange experiences and best practices.

“Today it is important to pay attention to a rapidly changing world. We need to be ready for new challenges. Society still expects from us effective operation, reliable reports and unbiased data. The relevance of the work of Supreme audit institutions is clearly higher today than it was a few decades ago”, — said Alexei Kudrin.

INTOSAI is a non-governmental organization founded in 1953. It combines the Supreme bodies of financial control of the UN.
