Public administration, implementation of information technologies and digitalization was devoted to a panel discussion “How to ensure sustainable development in the era of Disrupt: managerial and technological solutions” which was held in the framework of the XXIII Congress of the International organization of Supreme audit institutions (INTOSAI). The event was attended by Sergey Sobyanin. He spoke about his vision of the principles of sustainable development.
“The main challenge of our time — the speed of change. And wins in a competitive global struggle (and we all are in a competitive environment), who quickly decides to adapt to the modern world and introduces modern technologies”, — said the Mayor.
According to him, in order to achieve sustainable development in today’s world, you need a daily focus on results, political courage in taking decisions and fighting against stereotypes.
“We need to change the laws and functions of the developed decision, to abandon many populist decisions. This requires commitment, courage and innovation. This is the challenge of time without the adoption of which we, unfortunately, will be hopelessly behind,” added Sergei Sobyanin.
As noted by the President, the Chairman of the Board of PJSC “Sberbank of Russia” German Gref, the problem of the system of state management is that when all four industrial revolutions, it has not been changed.
“We stand on the threshold of the need for the first revolution of the state government — said German Gref. — You need to change the existing processes, process management, expand the range of officials who will be engaged in the change project management and innovation”.
At the same time, as noted by Sergey Sobyanin, the widespread introduction of information technologies in the system of public administration does not always lead to the desired result. To the digitalization has given a boost to development, we first need to adjust the control technology.
“Moscow is a world leader in the field of e-government services according to the United Nations, but if we started the digitalization of this process, based on the old management structure, the old regulations, then nothing would have happened. Let this first change: the interaction between Federal, regional, local control systems, the timing of the provision of services, to waive the additional certificates, statements and so on. Tremendous work on the initial stage, and then on this layer rests the digitalization,” said the Mayor.
Thus, the development of the system of electronic service delivery allows the public to obtain the necessary documents quickly and comfortably, this is often done online. Modern information technologies are needed in the management of traffic flows in the capital and in the work of law enforcement. They found successful application in the field of education.
“The system of electronic education means access to quality educational services regardless of where you live, where you are and what school trained. For example, “Moscow e-school” and its educational portals opened today, not only for all schools of Moscow, they are available to all schools in Russia and for the world. You can get a quality script for the class, good textbook from the best teachers of Moscow, anywhere in the world”, — said Sergey Sobyanin.
According to him, information technologies give the opportunity of equal access to social services. For example, through the establishment of the Unified medical information management system and telemedicine development in a large number of people have the opportunity to receive quality medical care. And with the help of the portal “Our city” the capital’s residents can actively engage with authorities and to influence the development of the metropolis.
In XXIII Congress of the International organization of Supreme audit institutions attended by the economists, experts in public administration and social sphere, as well as representatives of the United Nations, the world Bank, the Organization for economic cooperation and development. In Moscow gathered delegations from 169 countries.
