The Director-General of Civil Aviation, Mr Simon Li, has attended the 40th International Civil Aviation Organization (ICAO) Assembly at the ICAO Headquarters in Montreal, Canada.     Over 2 600 representatives from ICAO member states, non-government organisations and regional and industry air transport associations are gathering at the 11-day Assembly. The Civil Aviation Department delegation led by Mr Li has joined the Assembly as part of the China delegation.     A wide spectrum of subjects revolving around the ICAO’s five strategic objectives, namely aviation safety, air navigation capacity and efficiency, security and facilitation, economic development and environmental protection, are being discussed in the Assembly. Various global programmes and initiatives are also being reviewed. Among all these, the discussion on the implementation of the Carbon Offsetting and Reduction Scheme for International Aviation in addressing climate change impacts will remain at the top of the agenda during the Assembly.     In commemoration of the 75th anniversary of the ICAO, a special edition of its World Aviation Forum focused on innovation and an associated Innovation Fair were staged before the Assembly.     During the Assembly, Mr Li has met with the Civil Aviation Administration of China, the European Union Aviation Safety Agency (EASA) and the United Kingdom Civil Aviation Authority, as well as representatives from the International Air Transport Association (IATA) for discussions on various topics, including enhancing the co-operation with IATA and EASA.
