The Chairman of the government Dmitry Medvedev instructed Rospotrebnadzor, Ministry of economic development and Ministry of industry jointly with the Commissioner of the President of the Russian Federation to submit to the government proposals for revision of the Sanitary regulations in catering, in particular the requirements of food safety and work through the transition to application in the field of catering requirements established by the technical regulations of the Eurasian economic Union.

In addition, these agencies are instructed to submit to the government proposals on January 1 in some regions of Russia, particularly in Moscow, Tatarstan and the Kaliningrad region of the experiment to limit inspections of sanitary and epidemiological nature of food companies. We are talking about mitigation of control and supervision in respect of production, storage, transportation and realization of food products manufactured by establishments. The execution time of these instructions is October 15, 2019.

Among the provisions of the Regulations should be revised following requirements for food safety, “Sanitary-epidemiological requirements to the organizations of public catering, production and turnover in them of foodstuff and food raw materials. SanPiN-01”, “Sanitary-epidemiological rules and norms “Hygienic requirements to safety and nutritional value of foods. SanPiN,””, “Sanitary-epidemiological rules and norms “Hygienic requirements to expiration dates and storage conditions of food products. SanPiN″”. To prepare these proposals have the CPS, Ministry of justice, Ministry of economic development and Ministry of industry and trade jointly with the Commissioner of the President on protection of rights of entrepreneurs and leading business associations.

Earlier, the Prime Minister in a live program “Dialogue” on TV channel “Russia-24” told the actions of the Russian authorities to promote economic growth and social development and has signed the order about the termination of the normative acts of the USSR and RSFSR in the field of surveillance in 2020. The order is part of the transition period in the framework of the “regulatory guillotine” involving the cancellation of 2021 all the outdated business requirements.

We will remind, about the idea of “regulatory guillotine” in the middle of January 2019, said at the Gaidar forum Prime Minister Dmitry Medvedev. Russian President Vladimir Putin in his address to the Federal Assembly in mid-February supported the idea.

In June the government approved a plan (“roadmap”) for implementation of the mechanism of “regulatory guillotine” in some areas of state control and supervision, where co-executor in all points is, in particular, the Expert Council under the RF Government.

The package of regulations, which includes the draft of the basic law on the oversight activities and the draft law on the mandatory requirements, the first law will determine the persons who are engaged in control and supervision, as well as the list and order of events, procedures, prevention, and several other necessary positions. Another will define the mandatory requirements for events of public control and supervision.
