European Police Office (Europol) and the Counter-Terrorism Group members have established contact since 2016 to explore ways to establish a structured cooperation between intelligence services and Europol, while respecting their respective regulatory frameworks. This has taken the form of joint workshops on key counter terrorism issues.
There have been contacts between Europol and the intelligence services from some Member States.
In its communication on ‘Enhancing security in a world of mobility’(1) of September 2016, the Commission has encouraged Member States to develop practical cooperation between Counter Terrorism Group members and Europol’s Counter Terrorism Center. The scope of this cooperation is focusing on counter terrorism issues.
