I can report today that we have set up 12 centers of electronic Declaration of the 16, which we plan to generate in 2020.

V. Bulavin: Yes, but today more than 65% of all returns issued by the Federal customs service, processed in the centers of electronic Declaration. In General, the goals we set for ourselves have been fulfilled. First, the substantially increased level of control of the customs authorities. That is, it was 700 customs clearance – will be 16. Thirdly, we have increased independence and autonomy in decision-making, produce inspectors, and this, ultimately, affects the level of customs duties. The achieved level of concentration of returns in the centres of electronic declaring has allowed us to automate a separate customs procedure. For imports the results are a bit more modest due to the specifics, however, 60% of declarations are automatically recorded and 35% is produced automatically, without human intervention. Automatic registration takes 3 minutes, 2 minutes for the automatic release, and only 5 minutes to the Declaration.
Dmitry Medvedev: And how many go for it? I mean in paper technology.
V. Bulavin: Sometimes for days it lasted. The average time of issue in General for risk-free declarations for export we have is 40 minutes, and the import is 1 hour and 20 minutes. This is quite a good result, if we take the best global practices. We currently comply.
It should also be noted that the current level of digitalization of customs made it more transparent, more trust between customs and business. We were able to significantly reduce the potential for conflict in customs clearance nearly three times.
Dmitry Medvedev: Very well. All of these processes must continue, because it is obvious that this sphere is almost completely should be provided with digital technologies. This way everybody wins – and the customs, and for declarants, and generally better for the economy.
