Dmitry Medvedev: I would Like to hear how things are going in the Federal customs service, given the fact that the tasks are important. You do control the movement of goods, known to perform fiscal functions that are important in order for the budget to be replenished. What are the successes?

V. Bulavin: Today it is possible to summarize the work of the Federal customs service for nine months. I can report that, in General, all tasks that were put before the Federal customs service, made. Imports we have this year increased by 15% and amounted to 2 trillion 400 billion rubles. The export share has dropped by 15% and amounted in the first nine months of 1 trillion 700 billion.

I can report today that we have set up 12 centers of electronic Declaration of the 16, which we plan to generate in 2020.

As expected, all the centers for the electronic Declaration are in the public areas. Before the reform of customs clearance was about 700. And they are all so historically, were the rooms belonging to the business.

Dmitry Medvedev: That’s not good.

V. Bulavin: Yes, but today more than 65% of all returns issued by the Federal customs service, processed in the centers of electronic Declaration. In the following year on the completion of the reform will draw 95% of the returns. There we have another 5% specific design which we have retained at customs posts.

In General, the goals we set for ourselves have been fulfilled. First, the substantially increased level of control of the customs authorities. That is, it was 700 customs clearance – will be 16. Second, we break the physical, personal contact the issuing inspector and the declarant. And significantly reduced corruption risks.

Thirdly, we have increased independence and autonomy in decision-making, produce inspectors, and this, ultimately, affects the level of customs duties. The achieved level of concentration of returns in the centres of electronic declaring has allowed us to automate a separate customs procedure. For example, the level of automatic registration of declarations for export currently makes up almost 88%. The level of automatic issuance of export declarations and 55%. For imports the results are a bit more modest due to the specifics, however, 60% of declarations are automatically recorded and 35% is produced automatically, without human intervention. Automatic registration takes 3 minutes, 2 minutes for the automatic release, and only 5 minutes to the Declaration.

Dmitry Medvedev: And how many go for it? I mean in paper technology.

V. Bulavin: Sometimes for days it lasted. The average time of issue in General for risk-free declarations for export we have is 40 minutes, and the import is 1 hour and 20 minutes. This is quite a good result, if we take the best global practices. We currently comply.

It should also be noted that the current level of digitalization of customs made it more transparent, more trust between customs and business. We were able to significantly reduce the potential for conflict in customs clearance nearly three times.

Dmitry Medvedev: Very well. All of these processes must continue, because it is obvious that this sphere is almost completely should be provided with digital technologies. This way everybody wins – and the customs, and for declarants, and generally better for the economy.
