12 Oct 2019 entered into force for the Russian Federation, signed on 9 June 2017 in Astana, the Convention of the Shanghai cooperation organization (SCO) on combating extremism.

The Convention sets fundamental provisions about the danger of extremism as a breeding ground for terrorism, the leading role of States and their competent authorities in combating extremism and terrorism, respect for international law and the UN Charter, first of all, respect for the principles of sovereignty and equality of States, noninterference in their internal Affairs, condemnation of the ideology and practice of extremism in all its forms and manifestations and of the inadmissibility of public calls and incitement to extremist actions.

The Convention forms the mechanisms of interaction of member States in the field of preventive activities, joint counteraction to extremism, the provision of legal aid and promotes the harmonization of legislation of the signatories.

The innovative nature of the Convention is that at the international level was first developed optimal standards for effective cooperation in the field of anti-extremism, agreed and enshrined the concept of extremism as a destructive phenomenon, its contents and the main forms of extremist activity that is subject to criminalization.

Convention to combat extremism is universal and is open for signature by non-SCO countries.
