During the meeting, the Chairman of the Government Alexander Burkov and chief UFSIN of Russia across the Omsk region Konstantin CNIS discussed issues of cooperation between the UIS of the region with state bodies and municipal authorities. Primarily talking about those areas which relate to the employment of convicts and ensuring capacity utilization of the centers of labour adaptation in correctional institutions.

Konstantin CNIS discussed with the Governor the prospects for development in the region for the execution of punishments not related to deprivation of liberty, the opening of new correctional centres, the employment of prisoners therein.

Currently, prisoners serving sentences in an isolated part functioning as a detention centre, with IR-9, were employed in various community organizations engaged in the enterprises improvement of the city. From their wages to pay the convicts stay in a correctional centre, and extinguish the claims assigned to them by the court. With the opening of new correctional centres will be more prisoners that will be employed and will fulfill their financial obligations to victims and the state.

In correctional colonies the provision of centres of labour adaptation of the state orders will allow to attract a greater number of convicts to work. That will also increase the amount of payments on claim obligations of convicted persons, provide them with useful employment.

FPS is actively working with the government and municipal authorities in the framework of the state orders according to the Decree of the RF Government dated December 26, 2013 № 1292 “On the approval of list of goods, works and services produced by establishments and the enterprises criminally-Executive system, the purchase of which can be performed by the customer from a single supplier”.

FPS is ready to continue working in this direction, to use the capacities of centers of labor adaptation of convicts in Yiwu, to open new production sites.

Development of the manufacturing sector correctional facilities will provide an opportunity to create additional jobs for convicted prisoners is a priority.

For the current period 2019 FPS made for municipal and state organizations of goods, works and services by more than 50 million rubles.

Following the meeting decided to establish a working group on cooperation between FPS and state and municipal organizations.

The working group will include representatives of relevant ministries, heads of municipalities, representatives of commercial structures. From the FPS under the head of Constantine Knisa its membership will include employees from production, logistics, legal, financial and educational services.
