In response to natural disturbances that lead to a large quantity of calamity-affected wood on the market, we need to come up with an EU-level mechanism so as to ensure that a share of public buildings is built with CO2-neutral materials, including wood. The market share of these CO2-neutral materials should be designed as a minimum threshold with no upper ceiling. The Member States should be free to set their own thresholds.
