1. Resumption of the session

The session suspended Tuesday 10 March 2020 was resumed.

2. Opening of the sitting

The sitting opened at 10.00.

3. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.

4. Calendar of part-sessions

The President announced that, at his suggestion and given the severity of the situation and the significant increase of cases of COVID 19 in the EU, at its meeting of Thursday 19 March, the Conference of Presidents had decided to invoke force majeure and, for reasons of public health and safety, make further amendments to Parliament’s calendar of activities for 2020.

Since this extraordinary part-session was being held today, Thursday 26 March, the Brussels part-sessions that had been scheduled for 1-2 April, 22-23 April and 3-4 June were cancelled.

The part-session originally scheduled for 11-14 May in Strasbourg would be held on 13-14 May in Brussels;

the part-session originally scheduled for 15-18 June in Strasbourg would be held on 17-18 June in Brussels;

the part-session originally scheduled for 6-9 July in Strasbourg would be held on 8-9 July in Brussels.

The Conference of Presidents would reassess the situation in the light of developments in the COVID-19 pandemic.

The revised provisional calendar was available on Parliament’s website.

5. Composition of committees and delegations

The President had received from the Renew Group and from the non-attached Members’ secretariat the following decisions changing the composition of the committees and delegations:

TRAN Committee: Dorien Rookmaker to replace Rosa D’Amato

Subcommittee on Human Rights: Katalin Cseh

The decisions took effect as of that day.

6. Request for waiver of immunity

The Croatian authorities had forwarded a request to waive the immunity of Valter Flego as a result of criminal proceedings brought against him at the District Court of Rijeka.

Pursuant to Rule 9(1), the request had been referred to the committee responsible, the JURI Committee.

7. Signing of acts adopted in accordance with the ordinary legislative procedure (Rule 79)

The President announced that on Monday 30 March 2020, together with the President of the Council, he would sign the following acts adopted under the ordinary legislative procedure:

– Regulation of the European Parliament and of the Council on the False and Authentic Documents Online (FADO) system and repealing Council Joint Action 98/700/JHA (00097/2019/LEX – C9-0086/2020 – 2018/0330B(COD));

– Regulation of the European Parliament and of the Council amending Regulation (EEC) No 95/93 on common rules for the allocation of slots at Community airports (00004/2020/LEX – C9-0087/2020 – 2020/0042(COD));

18. Statement by the President

The President made a statement outlining the exceptional and unforeseen circumstances that had caused the extraordinary part-session to be convened. The purpose was to protect the health of Parliament’s staff and Members, while ensuring that Parliament continued to constitute a beacon of democracy in the service of the EU’s people.

He expressed Parliament’s condolences to the family of the member of Parliament’s staff who had died of COVID-19, and to the families of all those who had lost their lives as a result of the virus.

He paid tribute to the dedication of the EU’s medical staff and pointed out that the manner in which people behaved would be decisive in the fight against the pandemic.

He concluded by stressing the importance of the decisions to be taken that day.

19. European coordinated response to the COVID-19 outbreak (debate)

The President informed the House that, since its representatives had not been able to attend, the Council Presidency had sent a written statement (see verbatim report of proceedings, item 19 ).
