A temporary financial support is available for parents who care for children at home without pay during the coronavirus epidemic. Compensation for loss of earnings is also payable in a situation where a person has been advised to stay in quarantine-like conditions after returning to Finland from abroad.Those absent from work without as a result of the coronavirus epidemic may apply for temporary financial support. The support compensates for the wages lost by a parent and secures their living when a parent is absent from work without pay, while having complied with the Government’s recommendations to combat the coronavirus. The support is paid to a parent who cares for children at home when they are not attending early childhood education and care or grades 1 to 3 in basic education because of the restrictions. Even parents of pupils in need of special support or pupils in extended compulsory education and preparatory education are entitled to the financial support.  A parent or guardian in a contractual or public-service employment relationship in Finland has the right to the financial support. The same applies to a spouse living in the same household as the parent or guardian. The benefit is also available to persons arriving in Finland from abroad, who are placed in quarantine-like conditions and who are therefore away from work without pay. The condition for compensation is that the person has a contractual or public-service employment relationship in force in Finland. The support will be paid for a maximum period of 14 days from the date of arrival in Finland.A group of seasonal workers arriving in the country can also receive the temporary support if their employment relationship starts with two weeks’ unpaid absence from work in quarantine-like conditions.The support is payable if the loss of earnings is not compensated under other legislation, such as the Communicable Diseases Act. Eligibility for the compensation is subject to the condition that the employee and employer have agreed on the unpaid absence from work.The amount of the support equals the minimum parental allowance, EUR 28.94 per weekday (EUR 723.50 per month). The support is made available retrospectively as from 16 March for the duration of the emergency conditions. Parents of schoolchildren are entitled to the support for one school term at the most. The support is applied for at the Social Insurance Institution, Kela. The Act on Temporary Financial Support Payable to Persons Absent from Work Without Pay as a Result of the Coronavirus Epidemic was adopted on 30 April 2020 and will enter into force on 1 May 2020.
