The meeting of the Council of Ministers on July 1, 2020

The Council of Ministers met at the Palace of Government in Dili, and has approved a draft Decree-Law presented by the Minister of the Presidency of the Council of Ministers, Fidelis Manuel Leite Magalhães, relative to the organic law of the Presidency of the Council of Ministers (PCM). This act amends the constitution of the MPC, in the wake of the new governance framework, and seeks to explain the functions of the MPC, taking into account their particular legal status of a government department, which is headed by the Prime Minister assisted by a Minister of the PCM. With the aim of enhancing the efficiency of the administrative action of the administrative offices of the organization of central services shall be under the direction of the Director-General of the board. The experience of the Ministry of the Reform of the Legislative and Parliamentary Affairs on the reform of the legislative process-and innovation management is reflected in the administrative reorganization of the PCM, with the creation of the Office of Legal aid and the Office of the Administrative Reform, the preparation and implementation of the exercise of the powers of the Minister as provided for in article 13.No. the organization of the VIII Constitutional Government. Finally, the Council of Ministers has approved the conclusion , by the Minister of Finance, Fernando, Hanjan, in an agreement with the Asian Development Bank (ADB, Asian Development Bank), in connection with the financial assistance from the Fund in Response to Disasters in the Asia-Pacific region, with a value of one million us dollars to assist the population affected by the COVID-19 and, in particular, programmes related to food security. The agreement also provides that the financial contribution will be used to purchase food at farmers ‘ and national, and to their distribution to the most vulnerable families.
