On 4 June 2020 the Central Election Commission of the Russian Federation held its 251th regular meeting.

On the Procedure for remote electronic voting

The CEC of Russia has adopted as a basis a draft Procedure for remote electronic voting during the all-Russian vote on approval of changes to the Constitution of the Russian Federation.

“Remote electronic voting is a serious stage in the development of election technologies in the Russian Federation,” said Nikolay Bulaev, Deputy Chairperson of the CEC of Russia. “We believe that this area should be worked on and experimented with.”

“The Central Election Commission of the Russian Federation acts very carefully, consistently, without haste. On the one hand, we are open to new technologies, on the other hand, remote electronic voting will be developed along with traditional forms of voting, so that our citizens have more opportunities to choose,” said Ella Pamfilova, Chairperson of the CEC of Russia.

On conducting remote electronic voting in the subjects of the Russian Federation

Having considered the proposals of the highest officials of the Russian Federation’s constituent entities, the CEC of Russia approved the list of constituent entities of the Russian Federation where remote electronic voting will be held during the all-Russian vote on approval of changes to the Constitution of the Russian Federation. These are the city of Moscow and the Nizhny Novgorod region.
