On September 25, under the chairmanship of the Minister of Emergency Situations of Russia Evgeny Zinichev, a meeting of the Government Commission for the Prevention and Elimination of Emergencies and Fire Safety was held. Members of the Legal Commission and heads of the constituent entities of the Russian Federation took part in the meeting via videoconference.

The agenda included a number of issues in the field of safety of the population and territories, as well as the response to seasonal risks, including those associated with unfavorable weather conditions.

Within the framework of the meeting, the mechanisms of interdepartmental interaction in organizing the prevention and suppression of wildfires were considered. The main vector of work in this direction was the advance advancement of forces and means of fire-fighting and rescue units to the predicted places of fire and the creation of temporary fire posts.

Minister of Emergency Situations of Russia E. Zinichev noted that in 2020 more than 4.5 thousand temporary posts numbering more than 10.5 thousand people were exhibited, which were armed with more than 4.5 thousand pieces of equipment. The total number of mobile firefighting teams involved exceeded 60 thousand people.

“The complex of measures taken allowed to increase the level of fire protection of more than 26 thousand settlements and the population living in them, preventing the spread of fire to residential buildings,” he added.

During the meeting, the participants analyzed the situations with natural fires in the Trans-Baikal and Krasnodar regions. Particular attention was paid to the fire in the Utrish State Nature Reserve.

Within the framework of interagency cooperation in extinguishing wildfires this year, the EMERCOM aviation flew over 630 flights, having drained 13 thousand tons of water, and transported over 1,400 workers of forest fire units and 100 tons of cargo.

Other important topics were also discussed. Thus, in Norilsk, Krasnoyarsk Territory, three stages of liquidation of an emergency situation related to an oil spill have been completed. Spill spread is localized, oil products are collected and pumped to temporary storage warehouses. At present, the final stage of work is being carried out to eliminate the consequences of the accident, which includes the collection and removal of contaminated soil and the cleaning of the territory. As part of the Pravkomissiya, the level of emergency response has been lowered from federal to regional.

The situation that has developed in the Khabarovsk Territory and the Jewish Autonomous Region as a result of the flood due to heavy rainfall, it was decided to refer to an emergency situation of an interregional nature and establish a federal level of response for it.

Today, in 44 settlements of the Khabarovsk Territory and the Jewish Autonomous Region, 109 residential buildings, more than 5200 household plots, 1 social facility and 101 road sections remain flooded.

On September 28-29, the water level in the Amur River is expected to rise to 7 meters and a flood peak in Komsomolsk-on-Amur. With this in mind, a build-up of the RSChS group was carried out in advance, monitoring of the situation in the most difficult areas was organized.

Another issue brought up for discussion was the difficult situation in the Irkutsk region and the Republic of Buryatia. In connection with the rise in the water level in Lake Baikal, Rosvodresurs has submitted a number of proposals to resolve the current situation and prevent its negative consequences.

In this regard, the Minister of EMERCOM of Russia instructed to hold an emergency meeting with the participation of interested authorities in order to develop common approaches to the current situation.
