The updated Procedure for filling in the declaration for goods comes into force.
Eurasian Economic Commissionremindsthat from January 1, 2021, a number of provisions of the Procedure for filling out the goods declaration approved by the Decision of the Customs Union Commission dated May 20, 2010 No. 257 “On the form of the goods declaration and the procedure for filling it out” are changed.
The main innovation is that when importing goods into the customs territory of the Eurasian Economic Union, participants in foreign economic activity will be able to simultaneously indicate in the customs declaration information about both non-preferential and preferential origin of goods.
For this purpose, the previously not completed subsection “b” of column 34 “Country of origin code” will be used in the declaration.
For example, if a product is imported into a member state of the Eurasian Economic Union from a country with which the Union has a free trade agreement and claims to receive a tariff preference, then when filling out a customs declaration, a participant in foreign economic activity will have to simultaneously declare information not only about non-preferential ( subsection “a” of columns 34), but also on the preferential origin (subsection “b” of columns 34) of the imported goods.
Recall thatchangeswere adopted by the EEC Board in July 2019. They will adapt the procedure for reflecting information about their origin in the declaration for goods to the characteristics established by the Unionrules for determining the origin of goods… At the same time, the procedure for filling out the customs declaration will become clearer, and participants in foreign economic activity will have the opportunity to indicate comprehensive information about the origin of the goods they declare.
