A special economic zone (SEZ) has been created in the capital Technopolis Moscow… These are five sites with a total area of ​​over 200 hectares. One of them is located in the Pechatniki district, the rest – “Alabushevo”, “Mikron”, “Angstrem” and “MIET” – in Zelenograd. Since the establishment of the SEZ, investors have invested over 36 billion rubles in projects. What gives the SEZ resident status

Having received the status of a resident of the SEZ “Technopolis” Moscow “”, commercial organizations and individual entrepreneurs are exempted from paying taxes on property, land and transport for 10 years. In addition, by 2028, the corporate income tax rate will be reduced from 20 percent to two percent. The next five years will have to pay only seven percent, and from 2033 – 14.5 percent.

There are other benefits as well. After the resident company finishes building its own production facility, it can buy this site for one percent of the cadastral value. And residents are also exempted from paying customs duties and VAT when importing goods and equipment. This became possible due to the fact that a scientific and innovative customs post is located on the territory of the SEZ.

Comfortable accommodation

On the territory of the SEZ, you can rent a finished premises or build your own plant from scratch. In “Alabushevo”, for example, both brownfield areas (with existing buildings) and greenfield areas (free from buildings) are available. And in Pechatniki there are only brownfield areas.

Regardless of which site the new resident chooses, he will be provided with all the necessary communications to start production.

It is taken into account at the sites of the SEZ and the specifics of the work of companies. For example, for the development of microelectronic and pharmaceutical industries, investors can rent special premises. The air of so-called clean rooms maintains a given size and amount of dust particles, microorganisms, aerosol elements and chemical vapors per cubic meter. In such rooms, you can control humidity, pressure and temperature.

Who will be accepted as residents

The capital’s special economic zone belongs to the technical and innovation type. This means that a company that manufactures and sells scientific and technical products can become its resident.

But not every high-tech manufacturer will receive this status. Firstly, the applicant company should not have branches and divisions that are not registered within the capital’s SEZ. Secondly, the average monthly wage at the enterprise must not be lower than the amount set by the Moscow Government. So, in 2020, the salary was supposed to start at 68,176 rubles (this amount is indexed annually). This figure corresponds to the average monthly salary established by the Moscow Government for specialists who work in the territory of the special economic zone.

Third, the company must meet several economic requirements in terms of investment and revenue. For example, if an enterprise plans to locate production in ready-made premises, the total investment per square meter over five years must be at least 50 thousand rubles, and the revenue per square meter per year must be at least 200 thousand rubles. If the company builds its own plant within five years, it is necessary to invest from 250 million rubles per hectare, and the volume of proceeds should exceed 300 million rubles per hectare.

Where to carry documents

If the resident candidate is convinced that his company meets all the requirements, you must leave an initial application on the SEZ website Technopolis Moscow in the section “Investors”. This can be done through the portal.… In the application, you must indicate the contacts of the company, the required area for the location of the enterprise and the type of production.

After that, the SEZ management company will consider the possibility of placing the enterprise. If the decision is positive, the applicant will be helped to prepare documents for filing an application for concluding an agreement on work on the territory of the SEZ and obtaining a certificate of registration as a resident.

So, the company needs to draw up a business plan with data on investments, the amount of revenue, and so on. It is attached to copies of constituent documents, a certificate of registration of a legal entity and registration with a tax authority and sent to the Department of Investment and Industrial Policy of the city of Moscow. The documents must also include an application for the conclusion of an agreement containing information about the required property, the proposed activity and the amount of investment.

If everything is in order with the papers, the project of the applicant for resident status is considered by an interdepartmental commission, which makes a final decision. After that, the Department sends the applicant an extract from the minutes and a draft trilateral agreement for subsequent conclusion. A copy of the document is sent to the Ministry of Economic Development of the Russian Federation, the resident is included in the register and a corresponding certificate is issued.

More investors

According to Gennady Degtev, General Director of the Technopolis Moskva SEZ, every year more and more enterprises strive to obtain resident status.

“The placement of production facilities at the existing and under construction sites of the SEZ Technopolis Moscow in 2020 aroused the interest of nearly 300 investors, despite the pandemic and economic difficulties. On average, up to 40 calls were processed per month, half of them traditionally accounted for by electronics and pharmaceutical companies. Last year, 22 enterprises completely went from applying to obtaining resident status and concluding lease agreements. Among them are software developers, manufacturers of communication and access control systems, medical equipment and information systems, ”he said.

Among those who received the status of a resident of the Technopolis Moscow special economic zone in 2020 was the Hirana + company. Since the middle of 2018, she has been working at the site in Pechatniki and produces artificial lung ventilation devices.

Another company that became a resident last year is the Composite Research and Production Association. Its specialists deal with composite products – from design to manufacture. The final products are supplied to the regions of Russia, as well as exported to other CIS countries and to non-CIS markets.

The company “Eastcomis Rus” annually supplies the largest telecom operators in Russia, other CIS countries, as well as in Germany and Estonia about 50 million SIM cards. This year, the new resident will begin capital construction of an industrial complex with laboratories and offices. The company plans to invest 126.7 million rubles in the development of the production of SIM cards.
