On the basis of the Chamber of Commerce and Industry of the Arkhangelsk Region, a round table was held to discuss the issue of expanding the network of correctional centers in Pomorie. It was attended by Andrei Kudryavtsev, the first deputy head of the Department for the organization of the execution of punishments not related to the isolation of convicts from the society of the FSIN of Russia, and Alan Kupeev, head of the FSIN of Russia for the Arkhangelsk region.
The discussion was also attended by Denis Tyutyunnikov, Deputy President of the Chamber of Commerce and Industry of the Arkhangelsk Region, Oleg Zadorozhny, head of the department for control over the execution of sentences not related to the isolation of convicts from the FSIN society, as well as representatives of the business community that are part of the CCI.
Interaction of the Federal Penitentiary Service with the Union “Chamber of Commerce and Industry of the Arkhangelsk Region” has been going on for several years already within the framework of the signed cooperation agreement, which provides for the attraction of entrepreneurs and commercial structures to the production sector of the institutions of the region’s penal system. Thanks to interaction, additional employment is provided for persons in prison. During the round table discussion, the possibility of providing jobs for convicts in correctional centers was discussed.
During the roundtable, Andrei Kudryavtsev gave explanations on forced labor, noting that the issue of expanding the network of correctional centers where convicts serve this type of punishment is relevant and significant. This topic is being seriously discussed at the highest levels, including at the joint meeting of the Federation Council Committee on Economic Policy and the Federation Council Committee in July last year.
– Expanding the network of correctional centers is a common task for the authorities of the constituent entities of the Russian Federation and the territorial bodies of the penal system. The administration and other interested structures of the Arkhangelsk region go to a meeting and provide assistance in resolving this issue, but this work should, of course, be carried out in the interests of the region, – said Andrey Kudryavtsev, First Deputy Head of the Department for the Organization of the Execution of Punishments not related to the isolation of convicts from society, FSIN of Russia.
Forced labor is one of the new types of punishment that has become an alternative to imprisonment and has been operating in the Russian Federation since January 1, 2017. Now on the territory of the Arkhangelsk region there are isolated sections, functioning as correctional centers No. 1 and No. 2 at correctional colonies No. 21 in the Plesetsk district, in which convicts to forced labor are serving their sentences.
In 2020, 539 prisoners sentenced to forced labor were serving sentences at the UFIC. At present, on the basis of the property of one of the commercial organizations, a UFIC is being created at the colony-settlement No. 3. It is planned to attract convicts to work in an industrial workshop for the production of furniture.
Today, the Federal Penitentiary Service of Russia for the Arkhangelsk Region, in cooperation with regional authorities, is already carrying out certain work to expand the network of correctional centers, to select facilities where it is possible to create them, and to find employers who can employ this category of citizens. Representatives of the Federal Penitentiary Service noted that, according to the Criminal Executive Code of the Russian Federation, enterprises of any organizational and legal form can engage convicts in forced labor. At the same time, supervision over them at the place of employment is carried out by the UFIC administration.
– For forced labor, the future of the penitentiary department, and the development of a network of correctional centers in the Arkhangelsk region, as well as an increase in the list of places for employment of this category of convicts will expand judicial practice in the appointment of this type of punishment, and this, in turn, leads to the humanization of the penal system, – noted the head of the Federal Penitentiary Service of Russia for the Arkhangelsk region Alan Kupeev.
