The European Commission has published a draft on the official website of the European Union (EU) legal information Delegated Commission Regulation (EU) 2020/692 and changes in Regulation (EU) 2016/429tightening requirements for the import of composite food products into the EUyu1sh from April 21, 2021.

These changes affect food products that comply with EU Commodity Nomenclature Codes: 1517, 1518, 1601 00, 1602, 1603 00, 1604, 1605, 1702, 1704, 1806, 1901, 1902, 1904, 1905, 2001, 2004, 2005, 2101, 2103, 2104, 2105 00, 2106, 2202 Appendix I to Regulation (EEC) No. 2658/87.

According to the new requirements, composite products containing meat products and composite products containing dairy products or egg products that have not been processed to ensure long-term storage will only be allowed in the EU if they come from a third country or from its territory or zone which are listed as authorized for the import into the EU of a specific product of animal origin contained in these compound products.

In addition, such compound products will be allowed to be imported into the EU if the processed products of animal origin in the compound products fulfill all the relevant veterinary and sanitary requirements for the import into the EU of products of animal origin set out in Commission Delegated Regulation (EU) 2020 / 692 and they (processed animal products) were obtained either:

a) in the same third country or territory of origin, or its listed zone, in which the composite product is manufactured;

b) in the EU; or

c) in a third country or territory, or its zone, which has permission to import such products into the EU, and these products have not been subjected to special, minimizing risks, processing, if the third country or territory or its zone where the product was produced is also included in the list of authorized imports by the EU, subject to the same conditions.

Long-term storage compound products containing only dairy or egg products may be imported into the EU if the dairy products or egg products included in the compound products have been subjected to a treatment that reduces risks to a level at least equivalent to the requirements set out in Annexes XXVII and XXVIII to Commission Delegated Regulation (EU) 2020/692.

In order to reflect both health and animal health regulations, a new model of official certificate and a new model of private approval for the entry into the EU of various categories of compound products have been developed.

Import requirements for composite products in the EU will no longer depend on the percentage of ingredients of animal origin, but will be determined by the level of risk to animal health or public health associated with the composite product itself.

Effective April 21, 2021, the requirements applicable to the importation of compound products into the EU will depend on the characteristics of the compound products, which will be classified as follows:

1) composite products for short-term storage;

2) long-term storage compound products that contain meat products, and

3) long-term storage compound products that do not contain meat products.

The official certificate will accompany short-term storage compound products and long-term storage compound products that contain meat products. A private certification will accompany long-term storage compound products that do not contain meat products.

The Ministry of Economic Development of Russia will continue to monitor the process of the EU adopting new requirements for the import of composite food products.
