“The industry associated with the extraction of biological resources is one of the backbone sectors in the Far East. More than 70% of Russian fish are caught in the district. The total volume is 3.6 million tons. At the same time, this year we faced difficulties related to the restriction and then the prohibition of the import of Russian fish products to China, where more than 60% of fish were exported. There is a significant threat to the economic interests of Russia, in addition, simply to the income of citizens who work in this industry. The federal executive authorities and the Government have taken measures to change the situation. Mostly they remained unanswered from the Chinese side. One thing is absolutely clear: one cannot be heavily dependent on exports to one country, it is necessary to work out the issue of supplies to other markets, to develop processing possibilities within the country, in the Far East, ”Yuri Trutnev said opening the meeting.

As a measure to combat the spread of the new coronavirus infection COVID-19, the Chinese government decided to almost completely close Chinese ports for unloading frozen fish products. The imposed restrictions on the operation of ports negatively affect the export of Russian fish products to the PRC and, as a result, have the same effect on the work of the Russian fishing fleet. This is primarily due to the lack of transport ships and overstocking of storage sites for manufactured products. According to the Federal Agency for Fishery, in the port of Qingdao, fish products are unloaded only in refrigerated containers. At the port of Dalian, unloading has not been carried out since December 22 last year. Five Russian vessels with a cargo volume of more than 11 thousand tons are awaiting, one of which passed all the procedures prescribed by the Chinese authorities at the end of last year. Another ship left the port on February 7 without waiting for unloading. Small volumes of Russian products are exported to China through the Korean port of Pusan.

They discussed security measures to prevent the spread of coronavirus infection and measures to restore unhindered supplies of fish products to the PRC. According to the Deputy Head of the Federal Service for Veterinary and Phytosanitary Supervision, Konstantin Savenkov, the Rosselkhoznadzor handed over to the Chinese side documents on the certification of 105 vessels and factories involved in the fishing and processing of pollock. The Chinese side did not give an answer regarding the possibility of accepting the certification.

The head of the Federal Agency for Fishery, Ilya Shestakov, informed about the fulfillment of the instructions given earlier by Yuri Trutnev, and provided information about the free refrigeration facilities available in the port cities of the Far East. Now Russian ports can store 30 thousand tons of pollock products. Refrigerated transport vessels are capable of accepting another 50 thousand tons of fish products. The enterprises engaged in the extraction of pollock during the winter-spring season will ensure the processing of 160 thousand tons of raw materials into products with high added value.

Rosrybolovstvo, together with retail chains, traders, rolling stock operators and owners of refrigeration facilities, is analyzing the possibility of supplying fish products from the Far Eastern Federal District to other regions for further sale. The issue of increasing the output of fish products of a high degree of processing at enterprises and on fishing vessels is being discussed with the processors.

Work is underway to fulfill the President’s instruction on the introduction of a quota in exchange for investment mechanism. The purpose of this mechanism is to ensure that the money that is earned in the fishing industry is invested in the construction of new factories and ships. In particular, quotas were allocated for the construction of 14 fish processing plants in the Far Eastern Federal District, of which nine have already started operating in Kamchatka, Primorye and the Sakhalin Region.

According to the Primorsky Territory, 18 regional enterprises have quotas for pollock harvesting in the Sea of ​​Okhotsk in the amount of more than 360 thousand tons. The processing is carried out by 22 enterprises, including two new onshore fish processing plants built under investment quotas – LLC Russian Pollock and JSC Fishing Collective Farm Novy Mir. These enterprises can produce products from frozen pollock with a total total output of about 250 tons of finished products per day.

Following the meeting, Yuri Trutnev gave a number of instructions to federal ministries and departments. The Ministry of Agriculture, together with the Ministry for the Development of the Russian Far East, will develop a program to increase the volume of fish processing capacities in the Far East, including considering the possibility of creating an industrial territory of advanced development and placing it in several regions of the Far East.

“We will shorten the examination time, allocate land, form a preferential regime – all this will be provided as quickly as possible, so that in one and a half or two years in our Far East, plants will be built that completely overlap the production of pollock fillets made from Russian fish for further export to third countries. We must not depend on anyone, ”the Deputy Prime Minister stressed.

The Ministry of Agriculture and the Ministry for the Development of the Russian Far East will present proposals on expanding the use of the “quotas in exchange for investments” mechanism to further stimulate deep processing of fish at onshore factories and on ships.

“Our neighbors have a need to import fish. Without a doubt, when they find it possible to open the borders, we will be open to cooperation with them. But this is about the internal needs of our neighbors. And we need to process raw materials that go to third countries, including Europe. For this, the program “quotas in exchange for investments” will be used, which was adopted on behalf of the President of the Russian Federation. Rosrybolovstvo organizes such work, ”explained Yuri Trutnev.

The Ministry of Transport, the Ministry of Agriculture and JSC “Russian Railways” must amend the current regulatory legal acts in terms of subsidizing the transportation of fish and fish products from the Far East to the central part of the Russian Federation. The Ministry of Finance was instructed to provide the necessary funding for these purposes.

The Ministry of Agriculture, the Ministry of Industry and Trade and the Ministry of Finance, together with the All-Russian Association of Fisheries Enterprises, Entrepreneurs and Exporters, will work out the possibility of implementing the mechanism of “fish interventions” in order to purchase pollock for state needs.

Separately, it was instructed to take additional measures to prevent the spread of coronavirus infection when supplying fish products from the regions of the Far Eastern Federal District abroad. So, Rospotrebnadzor, together with Rosrybolovstvo, will work out the issue of accelerating vaccination against the new coronavirus infection of ship crews with appropriate information from the Chinese side. Rospotrebnadzor, together with Rosrybolovstvo, was instructed to take measures to ensure compliance with the sanitary and epidemiological requirements of the main countries – importers of fish products in the implementation of fishing by Russian organizations and the supply of products for export.

“We must act in such a way as to obtain additional benefits from the current situation. We have a completely unambiguous position of the Government of the Russian Federation: our resources must be processed on the territory of Russia. We must create jobs, create an economy within the borders of the Russian Federation, and not abroad, ”Yuri Trutnev summed up the meeting.
