Deputy Prime Minister Tatyana Golikova held a meeting of the headquarters on the organization of free healthy hot meals for students mastering educational programs of primary general education. The meeting was held in an expanded format with the participation of regional leaders.
On September 1, 2020, on behalf of Russian President Vladimir Putin, the implementation of measures for the phased organization of free hot meals for all primary school students began. According to Tatiana Golikova, now 7.3 million students from the 1st to the 4th grade in almost 39.2 thousand schools already receive free hot meals. For these purposes in 2020 more than 22 billion rubles were allocated from the federal budget.
As the vice-premier noted, the regions and territorial bodies of Rospotrebnadzor carried out a lot of work to create conditions in school catering facilities that meet the requirements for school meals. This improves the quality of children’s nutrition.
Rospotrebnadzor evaluated 15 942 school menus, as well as almost half a million menus for children with special nutritional conditions: for children with diabetes, allergies and food allergies. The results of the inspections indicate a positive dynamics of indicators characterizing the organization of meals for schoolchildren in grades 1-4.
The menu has been adjusted taking into account the principles of healthy eating, nutritional and biological value is provided. The dietary regimes have been revised and the duration of the changes has been brought in line with the requirements. In comparison with the previous academic year, in almost all regions, the indicator of the total weight of meals served for breakfast was brought to the norm of 500 g, while last year this indicator averaged 410 g.
In accordance with the principles of healthy eating, the number of confectionery and sausages issued in the menu of school canteens has been reduced by more than 2 times, and the number of fruits and vegetables distributed has been increased by more than 30%. Children of the Far North, and most importantly, their parents note that children are regularly given fresh vegetables and fruits.
Tatyana Golikova emphasized that the parents of the students also exercise control over the organization of food and its quality, in addition to the supervisory authorities. “Rospotrebnadzor approved guidelines for the implementation of parental control over the organization of hot meals for children in educational institutions. I ask you to be guided by them and be sure to take into account the opinion of parents when drawing up the menu, ”she said.
From September 17, 2020, a form for addressing parents on the topic of nutrition in primary grades began to work on the public services portal. During this period, more than 21 thousand applications were received. 50.7% of parents are “completely satisfied” with the catering, 45.6% left complaints or comments. Parents’ complaints related to both diet and nutritional quality. “I ask both the Ministry of Education of Russia and the regions to pay close attention to the complaints of parents and promptly respond to them, deal with each case, as much as possible eliminating the reasons for negative assessments,” Tatyana Golikova emphasized.
In addition, at the end of last year, on behalf of the Government, Rospotrebnadzor and the Analytical Center under the Government monitored the composition of participants involved in the implementation of catering services and the supply of food in five pilot regions – Novosibirsk, Omsk, Rostov, Tula regions and the Republic of Tatarstan. The monitoring data showed that the main share – 97.5% of food products for schools are Russian-made products, of which 23.7% are local products.
Representatives of the Ministry of Industry and Trade and the Ministry of Agriculture noted that the implementation of measures to organize free hot meals for students in grades 1-4 has a positive impact on the development of Russian food and agricultural production.
The Ministry of Industry and Trade is implementing a set of government support measures aimed at stimulating demand for food processing equipment, including preferential subsidies, loans and leasing.
The Ministry of Agriculture is systematically working to increase government purchases of food products from small and medium-sized enterprises (farmers).
Following the meeting, the following instructions were given:
– The Ministry of Agriculture, together with Rospotrebnadzor and the Ministry of Industry and Trade, continue monitoring the composition of participants involved in the implementation of catering services and the supply of products, including two subjects in each federal district. Report on the monitoring results for the first quarter of 2021 and, taking into account the analysis of its results, submit proposals on measures to support local manufacturers-suppliers of food products for schools by April 20, 2021.
– The heads of the supreme executive bodies of state power of the constituent entities were recommended, taking into account the methodological recommendations of Rospotrebnadzor, to organize regular monitoring of the results of parental control over the organization of hot meals for children in educational institutions and to formulate proposals for improving nutrition on its basis. To inform the Ministry of Education about the work done by April 1, 2021.
– The Ministry of Education to analyze the experience of the regions in organizing free healthy hot meals for students and, if necessary, adjust the relevant guidelines and explanations by April 1, 2021.
