At present, the units of the Militarized Mine Rescue Units of the EMERCOM of Russia ensure the safety of over 2 thousand hazardous production facilities throughout the country: coal mines, mines, open-pit mines, quarries, underground construction facilities and others.
Every year, operational units eliminate about 30 accidents at these facilities. Over 1.8 thousand people were rescued in 2020. In addition, over the past year, 96 technical works were carried out at the serviced enterprises, 324 shifts during hot work, 3619 massive explosions were served, 1510 ventilation modes were installed in the faces. The employees of the VGSP performed 17,844 preventive examinations of the workings of the serviced facilities.
So, today in the Kemerovo region, mine rescuers conducted exercises to eliminate the consequences of an accident at a mine on the territory of one of the coal mining enterprises. To eliminate the conditional fire, about fifty people and 7 units of special equipment were involved.
The main goal of the exercise is to work out the interaction between the mine rescue units and the mine services in the event of an emergency. According to the plan of the exercises, a fire broke out in the inclined mine. People in the mine have been notified, they are coming to the surface. Communication with one miner is lost.
The signal about the incident was immediately transmitted from the dispatching point of the enterprise to the duty officer of the VGSP. At the initial stage, members of the auxiliary mine rescue teams (VGK), created from among the employees of the mine, began to eliminate the consequences of the accident. Primary fire extinguishing means were used: a fire pipeline, powder fire extinguishing agents.
“All employees of the auxiliary mine rescue teams undergo training on the basis of the units of the VGSS. Now the VGK is a real force, which at the initial stage of the development of an emergency situation can affect the further course of liquidation, ”said Rustam Mullayarov, deputy commander of the Kemerovo VGSO.
A command post was deployed at the mine, which received all operational information on the progress of mine rescue operations. Here the commanders of the departments received the tasks of locating the victim, providing assistance to him and extinguishing the fire. From there, the management of mine rescue work was carried out, which includes engineering calculations, as well as operational planning of work to eliminate the accident, taking into account all changes in the situation.
To eliminate the consequences of the simulated accident, the forces and resources of the Decision Support Center operating on the basis of the National Mine Rescue Center in Novokuznetsk were involved. Based on the data obtained and using computer modeling, the scientists of the center made a forecast and transmitted recommendations for actions in one direction or another. The applied simulation software made it possible to promptly predict the development of an emergency and consider several options for action at once.
In the course of eliminating the consequences of a simulated accident, the mine rescuers found the victim, provided first aid and evacuated him to the surface, where he was handed over to the emergency response medical team. All first aid actions were carried out in underground conditions, as close as possible to a real emergency situation in the mine. The conventional fire site was promptly eliminated.
Similar exercises are being held at various serviced enterprises of the region in order to improve the system for responding to emergency situations in the mine.
Recall that the largest group of mine rescuers in Russia is deployed in Kuzbass – four paramilitary mine rescue teams, with a total number of more than 1,300 people, and an airmobile paramilitary mine rescue team of rapid response as part of the National Mine Rescue Center. The Kuzbass mine rescuers are armed with over 250 pieces of equipment.
