Five sports facilities will be erected in the Southern Administrative District, three in the South-Western Administrative District, two in the TAO, and one each in the North Eastern Administrative District, the Eastern Administrative District, the Southern Eastern Administrative District and the ZAO.

The city handed over to the winners of special auctions 14 land plots with a total area of 5.49 hectares for the placement of easily erected sports facilities. Non-capital facilities are built without a foundation, while providing all communications – power supply, water supply, sewerage and heat supply. This year, such sports facilities will appear in seven administrative districts of the city.

“The contract with the winning bidder is signed for 49 years, a non-capital sports facility should be built on it in the first year. Five new sports facilities will appear in the Southern Administrative District at once, three in the South-West Administrative District, two in Troitsky, and one each in the North-Eastern Administrative District, the Eastern Administrative District, the Southern Administrative District and the ZAO. The starting price of such lots is attractive to potential investors. It depends on the area of the territory and is formed at the rate of 0.05 percent of the cadastral value of the site. The total amount of payments for 14 plots will amount to 7.52 million rubles annually, “said the Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

Vladimir Efimov.

The winner of the auction can choose from the approved list the type of sports complex that he will build. In total, there are 25 positions on the list – from sports and recreation centers with a universal hall or an ice rink to a rowing sports base, a rugby field or a paddle tennis court.

“Places for accommodation are worked out and approved by several structures of the city – the Department of Sports, the Department of City Property, the Committee for Architecture and Urban Planning, as well as the prefectures of the administrative districts. The already approved location for the sports facility is included in the sectoral layout of non-capital sports facilities by the Department of Sports. Now it includes 36 land plots, 14 of them have already been auctioned, “said the Minister of the Moscow Government, head City Property Department Maxim Gaman.

An agreement for the placement of a non-capital sports facility is concluded with the winner of a special auction within ten working days. Design, architectural and constructive solutions, as well as the equipment to be placed are coordinated by the Sports Department. After the installation of a non-capital sports facility, the investor receives an opinion from the department on compliance with all the requirements, then this document is sent to the City Property Department.

Auctions for the right to place non-capital sports facilities started in the capital last year.

“In 2020, 66 investors, including large companies, individual entrepreneurs and individuals, took part in the auctions for the right to place lightweight sports facilities. The average competition at the auction was four participants per lot “, – added the head

Moscow City Department for Competition Policy Ivan Shcherbakov.

Detailed information on the characteristics of land plots, the procedure and conditions for participation in special auctions is posted on the investment portal of the city of Moscow and on the website
