Meeting chaired by Andrey Yelchaninov, First Deputy Chairman of the Board of the Military-Industrial Commission

On February 11-12, at the production site of JSC Concern East Kazakhstan Almaz-Antey – JSC Nizhny Novgorod 70th Anniversary of Victory Plant, an off-site cross-sectoral event was held with the participation of heads of large defense and oil and gas enterprises, as well as high-ranking officials of ministries, departments and regulators. On the second day, at a meeting chaired by the first deputy chairman of the board of the Military-Industrial Commission, Andrey Yelchaninov, the participants discussed various models of effective technological partnership between the defense industry and the fuel and energy complex.

Andrey Yelchaninov reminded the meeting participants that the fuel and energy complex is a key sector of the economy, providing almost a quarter of the country’s GDP and up to 40% of budget revenues. “Products for the needs of the fuel and energy complex are steadily ranked second – third after aviation equipment and rolling stock for railways in the structure of the production of high-tech civilian products of the military-industrial complex. In general, it accounts for at least 7% of high-tech civilian products of the defense industries, ”said the first deputy chairman of the board of the military-industrial complex. The share of equipment for the fuel and energy complex in the structure of civilian production of the military-industrial complex, according to Andrey Yelchaninov, is still low – on average, about 10%. “In the modern history of Russia, starting from the 1990s, it so happened that the equipment of oil, gas and energy companies was mostly imported, which greatly constrained the development of production of domestic analogues,” he noted. – New time dictates new challenges to us. Under the conditions of artificially imposed sanctions restrictions by a number of developed countries, import substitution in the fuel and energy complex and ensuring its technological independence come to the fore. “

The meeting participants visited the production workshops of JSC Nizhegorodsky Plant of 70th Anniversary of Victory, which is part of JSC Concern East Kazakhstan Almaz-Antey, on the basis of which serial production of equipment for subsea hydrocarbon production and equipment for compressing natural combustible gases was organized. They also got acquainted with the work of a unique testing center, created on the basis of the enterprise within the framework of cooperation between the Almaz-Antey Concern East Kazakhstan and PJSC Gazprom. The test center provides the ability to test oil and gas equipment weighing up to 70 tons, hydraulic and pneumatic strength tests of parts up to 14 m in length with a pressure of up to 160 MPa with various test media, including immersion in water, as well as in the temperature range from minus 50 ° С up to plus 150 ° С.

During the cross-sectoral event, representatives of top management of large companies and corporations, science and the Government Office got acquainted with the production capabilities of the defense industry and the oil and gas industry’s demands for technological solutions for the near future, discussed and developed optimal interaction models. On the first day, technological and communicative design sessions were held, at which the event participants identified current technological challenges and current models of interaction with oil and gas companies.
