On February 16, under the chairmanship of the Minister of Emergencies of Russia Yevgeny Zinichev, the results of 2020 in the main areas of the department’s activities were considered within the framework of the training and methodological meeting.

The event in the videoconference mode was attended by the leadership of the emergency department, heads of the Main Directorates of the EMERCOM of Russia from all constituent entities of the Russian Federation, heads of institutions of the EMERCOM of Russia.

In 2020, the work of the Ministry was built taking into account changes in federal legislation and departmental regulatory legal framework. The organization of official activities was amended by the current situation with coronavirus infection. All departments of the department quickly reorganized to new working conditions, realizing the priority tasks of protecting the population.

So, during 2020, the department carried out 38 thousand supervisory measures for compliance with fire safety requirements, which is a quarter less than the planned volume. The decision to reduce inspections was made in a timely manner by the Government of the Russian Federation as part of the implementation of measures to combat coronavirus infection.

At the same time, the prosecutor’s office agreed to conduct 55 thousand unscheduled inspections aimed at suppressing gross violations of fire safety requirements. As a result, about 360 thousand offenses were eliminated.

Determining the prevention of emergencies as a priority area has made it possible to achieve positive indicators in ensuring the safety of the population.

Over the year, over 2 million preventive raids in the residential sector were carried out by supervisory authorities. Since 2018, the Ministry of Emergency Situations of Russia, together with the executive authorities of the regions of the Russian Federation and the heads of local self-government, has been working on equipping citizens’ homes with fire detectors. Thus, in two years more than 417 thousand devices were installed, with the help of which it was possible to save more than 1.2 thousand citizens from fire, including more than 600 children. Since 2018, the death of minors in fires has decreased by almost 20%. Last year, the number of fires in health care, social services and education decreased.

In this regard, it was noted that from March of this year a set of rules will begin to operate, containing a requirement for the installation of fire alarms and special sensors in houses under construction. All new buildings will be equipped with them, regardless of the number of storeys and area.

In just a year, almost 440 thousand fires were registered in the country, more than half of them are the burning of dry vegetation and debris. It was noted that most of the fires that occurred in buildings and structures, as well as deaths, occurred in residential premises. At the same time, the main causes of fires are careless handling of fire, emergency operation of electrical equipment and networks, as well as a malfunction of the furnace heating. In 2020, over 192 thousand citizens were rescued by fires.

For 5 years, in general, there has been a decrease in accidents on the water. Over the past year, the inspectors of the State Inspection Service of the Ministry of Emergencies of Russia have identified more than 31 thousand accidents in the water areas, the main part of which is related to the violation of safety rules for passengers of small vessels and the lack of the right to control the navigators. At the same time, the number of small vessels and certified navigators increased by almost 5% over the year.

The agency is strengthening preventive safety measures in the waters. By the beginning of the upcoming navigation season, all inspectors of the State Inspection Service of the Ministry of Emergency Situations of Russia will go out on raids, armed with breathalyzers, and additional parking lots for small vessels of violators will be provided within the water areas. Bathing in alcoholic intoxication is the cause of 30% of accidents on the water. Most often, death is recorded in places that are not equipped for swimming.

In general, the department aims to strengthen preventive work and prevent emergencies and incidents. The implementation of information technologies in the activities of everyday management bodies, the use of elements of artificial intelligence in forecasting is focused on solving this problem. Work is underway to provide citizens with a number of public services in electronic form.

At the same time, issues of preventing information security risks are being addressed, tools for their prevention are being developed and improved.
