Monetary compensation does not exempt from liability incurred in accordance with administrative and criminal law.
Citizens and legal entities guilty of illegal destruction or damage of trees and shrubs will be obliged to pay compensation in the amount of the full amount aimed at plant restoration. The corresponding document was signed by Sergei Sobyanin.
Actual costs will be determined based on a special methodology. It is used to calculate the cost of compensatory landscaping during the construction or reconstruction of urban facilities. The cost of planting material, planting work, as well as care during the recovery period will have to be reimbursed – this can take from one to 10 years, depending on the type of plantings. Destroyed (or damaged) trees and shrubs are counted individually.
The value of the breeds will also be taken into account. For example, the largest compensation will have to be paid for the restoration of coniferous trees – spruce, larch, fir, pine, thuja. This also includes valuable hardwoods such as white acacia, Amur velvet, elm, oak, white willow, horse chestnut, maple, linden, elk, walnut, ash.
At the same time, monetary compensation does not relieve the perpetrators from liability incurred in accordance with administrative and criminal legislation. Previously, the amount of damage caused to trees and shrubs by illegal destruction or damage was determined by a decree of the Government of the Russian Federation of May 8, 2007. Now it is no longer valid.
