On February 17, within the framework of the final meeting of the collegium of the EMERCOM of Russia, chaired by the head of the department, Evgeny Zinichev, the results of the activities of the EMERCOM of Russia for 2020 were considered and the priority tasks for the current year were updated.

The leadership of the emergency department, the heads of the Main Directorates of the EMERCOM of Russia of the constituent entities of the Russian Federation, and the heads of subordinate institutions took part in the board in the mode of videoconference.

In 2020, the pandemic made adjustments to the work of the department, confirming the readiness of the Ministry of Emergency Situations of Russia to fulfill the assigned tasks in the face of new threats and a rapidly changing environment.

The forces and means of the department were involved in measures to counter the spread of COVID-19 in the territory of the Russian Federation. At the same time, it was possible to minimize the risk of illness among personnel.

“In 2020, units of the Russian Emergencies Ministry eliminated the consequences of more than 300 emergency situations, including one federal one,” noted E. Zinichev. “In general, the actions of the responding subdivisions and control bodies showed the readiness of the Russian Emergencies Ministry to act as intended.”

Thus, last year’s flood affected 64 regions, which is 19% more than a year earlier. At the same time, the number of flooded residential buildings, household plots, bridges and highways was reduced by more than 40% due to the timely response of the department’s forces and resources.

The department conducts forecasting and monitoring on a regular basis for all rivers of the Far East, Siberia, the Urals, the Volga region and the North-Western part of the country. The use of unmanned aerial systems provides enormous opportunities for this. With their help, the sources and causes of the complication of the situation are quickly identified, as well as orthophotomaps are built, 3D terrain models are developed. Last year, the department purchased 10 multifunctional unmanned aircraft systems based on off-road vehicles. Until 2023, the Ministry plans to equip all territorial bodies with them.

From April 10 on the territory of the Republic of Sakha (Yakutia), the mobile receiving-transmitting complex for Earth remote sensing will resume operation. It will help predict floods and monitor the fire situation.

As it was noted during the collegium, a difficult fire situation remained in the regions throughout the past year. Despite this, compared to the previous year, the number of fires was reduced by 6.9%, the number of deaths – by 3.5%, injured – by 10.8%.

In 2020, firefighters and rescuers received 1 Mi-8 helicopter, almost 1.3 thousand units of special equipment and watercraft to help firefighters and rescuers. Currently, the equipment of the rescue military units of the Russian Emergencies Ministry with modern equipment is 70%.

“Emergencies are becoming more unpredictable, I would say, anomalous and we must be prepared for this,” the head of the department said, demanding to reduce the time for bringing information about emergencies and incidents to the decision-makers. In this regard, the Minister of the Ministry of Emergency Situations of Russia demanded that the issues of interaction between the CMC and the UDDS be resolved when informing about emergencies and fires, reducing the number of duplicate and emergency control bodies. The information must meet the requirements of efficiency and accuracy. In part, it is planned to solve the set task by introducing information technologies.

At the end of 2020, the Ministry was recognized as one of the leaders in digital transformation among federal agencies. This year, EMERCOM of Russia will continue to digitalize the provision of public services and forecasting.

“A good example is the digitalization of processes for providing financial assistance to the population affected by emergencies. People who find themselves in trouble will be spared from collecting certificates and walking around offices. This will contribute to a more efficient allocation of material assistance to people who find themselves in difficult life situations, ”said the Minister of Emergencies of Russia.

In 2020, the department completed work within the framework of the “regulatory guillotine”, eliminating redundant and duplicate requirements at the legislative level. Since January this year, EMERCOM of Russia was one of the first federal executive authorities in the country to switch to a risk-based approach in the field of fire supervision. New methods of work of the inspectors and the impact of this approach on the level of fire safety in the country are to be assessed this year.

In March of this year, comprehensive exercises and tests of the functional and territorial subsystems of the RSChS are planned, during which it is necessary to assess their degree of readiness and work out practical actions for their intended purpose.

It was also noted during the collegium that according to the results of work in 2020, the Main Directorate of the EMERCOM of Russia in the Moscow Region was recognized as the best unit among the constituent entities of the Russian Federation.
