Agreements on cooperation and interaction for the socio-economic development of Norilsk, including renovation of the housing stock, modernization of communal infrastructure and development of the social sphere, were signed by the Russian Government.
Two documents were signed: an agreement on interaction and cooperation between the Ministry for the Development of the Far East and the Arctic, the Krasnoyarsk Territory, the municipal entity “City of Norilsk” and the public joint-stock company “Mining and Metallurgical Company” Norilsk Nickel “” in order to prepare a comprehensive plan for the socio-economic development of the city of Norilsk and an agreement on interaction and cooperation in order to implement comprehensive measures for the socio-economic development of the municipality “City of Norilsk” for the period until 2024 and the prospect until 2035. The documents were signed by the Minister for the Development of the Far East and the Arctic Alexei Chekunkov, the Governor of the Krasnoyarsk Territory Alexander Uss, the head of the city of Norilsk Dmitry Karasev and the President of PJSC MMC Norilsk Nickel Vladimir Potanin. The signing took place in the presence of Deputy Prime Minister – Plenipotentiary of the President in the Far Eastern Federal District Yuri Trutnev, Deputy Chairmen of the Federation Council Nikolai Zhuravlyov and Galina Karelova.
“The agreement concerns the whole of Norilsk. Work should be carried out to put in order the urban infrastructure, to improve the living conditions of people. We consider the signed agreement as a starting one. We have a lot of work to do with the company so that the agreement will improve people’s lives in the near future. We will talk this over with the company and take measures to increase the requirements for industrial safety: people should not die in an economically prosperous enterprise. We need to quickly put people’s living conditions in order: invest in this from the state budget and from the company. The company must bear its social responsibility now, ”said Yuri Trutnev.
The first document – a four-sided cooperation agreement – defines the joint work of the parties for the period up to 2024 and the prospect until 2035. It indicates the priority projects aimed at the development of Norilsk, on which the federal center, region, city and company will work together. Among them – the renovation of the housing stock, modernization and overhaul of the municipal and engineering infrastructure of the city; construction, repair, reconstruction and development of social infrastructure facilities, formation of a comfortable and safe urban environment; relocation of citizens living in Norilsk and Dudinka to areas with favorable living conditions.
The document determines the amount of joint financing for the period until 2024 and the prospect until 2035, aimed at the development of Norilsk, which is planned to be considered for inclusion in the comprehensive plan for the socio-economic development of Norilsk until 2035. The considered amount of such joint financing is 120.1 billion rubles. Of these, 24 billion rubles – from the federal budget, 14.8 billion rubles – from the consolidated budget of the Krasnoyarsk Territory and 81.3 billion rubles – from the funds of Norilsk Nickel.
The first stage of the implementation of the program until 2024 included measures for the elimination (dismantling) of 7 objects of emergency housing and housing subject to recognition as hazardous; construction of two multi-storey residential buildings in the central region of Norilsk, three multi-storey residential buildings in the Oganer residential area, 11 low-rise residential buildings on existing foundations in the central area; reconstruction of the first stage of one apartment building in the central district of Norilsk, which has historical value. Measures for the resettlement of citizens living in Norilsk and Dudinka to areas with favorable natural and socio-economic conditions include the provision of social payments for the purchase of housing until 2024 to citizens who are registered, disabled groups I and II, disabled from childhood and pensioners living in Norilsk, for 1860 families. Reform and modernization of housing and communal services include measures for the reconstruction (modernization) of the collector facilities with a length of more than 45 km, thermal stabilization of soils under 12 apartment buildings and social facilities. In Norilsk, 8 public spaces and 24 adjoining territories will be landscaped. It is planned to design and build a polyclinic for 1297 visits per shift, a general education school in the central district for 1100 places, the first stage of a preschool educational institution for 270 places, reconstruction of the building in order to accommodate a preschool educational institution for 236 places. Overhaul of the building of the KGBU SO “Complex Center for Social Services for the Population” Norilsk “” will be carried out. The first stage of construction of a hydraulic structure on the Norilskaya River will begin.
Earlier, the socio-economic development of Norilsk was discussed at a meeting of the presidium of the State Commission for the Development of the Arctic. Then Yuri Trutnev instructed the Ministry for the Development of the Russian Far East, the Ministry of Economic Development, the government of the Krasnoyarsk Territory, the Norilsk administration, and the Norilsk Nickel company to prepare a balanced draft of the housing renovation program in Norilsk, taking into account the sources and amounts of funding for this program.
The second signed document provides for the joint preparation of a comprehensive plan for the socio-economic development of Norilsk until 2035.
Ten years ago, an agreement was concluded between the region and the company on financing measures for the development of Norilsk. It resulted in the construction of 3 kindergartens, 2 sports and recreation complexes, renovation of 3 apartment buildings, 283 foundations, 1,389 municipal apartments for displaced people from dilapidated housing, demolition of 18 emergency buildings, as well as overhaul of 34 km of utilities.
Commenting on the signed agreements, the Minister for the Development of the Far East and the Arctic Alexei Chekunkov noted that the comprehensive development program of Norilsk, built on the principles of public-private partnership, is an important step aimed at improving the quality of life in Arctic cities. “The signed agreement is a comprehensive, long-term view of the social and economic development of one of the key cities in the Russian North. Each event will be entered into a specialized electronic system. This will allow us to constantly follow the step-by-step execution of each event, so that the funds allocated for the implementation of this program will benefit the residents of Norilsk, ”he said.
“This is not the first four-sided agreement on the development of Norilsk. The previous one, concluded in 2010, was successfully completed by the company, having implemented a whole range of measures planned in the document. I am sure that the implementation of new events will make Norilsk a more modern, comfortable and convenient place to live, give a new impetus to the development of not only the city, but the entire Krasnoyarsk Territory, “said Vladimir Potanin, President of Norilsk Nickel.
According to the Governor of the Krasnoyarsk Territory Alexander Uss, the agreement that the region signed today with the Ministry for the Development of the Russian Far East, the Norilsk Nickel company and the administration of the city of Norilsk will jointly create for the Norilsk residents the living conditions they deserve. “Norilsk is a city of our common responsibility. What we have agreed on today gives a start to jointly solving the top-priority problems that Norilsk residents themselves are talking about: ecology, utilities, the state of the housing stock. I would like to note that we will continue to work out a comprehensive plan for the socio-economic development of the city with a 15-year perspective. Our common goal is to make Norilsk by 2035, and possibly earlier, the capital of the Russian Arctic, ”he said.
According to the head of the city of Norilsk, Dmitry Karasev, the signing of these documents was very much awaited by all Norilsk citizens, who have high hopes for the implementation of the measures of the agreement. “The agreement we signed is the key to the successful development of Norilsk and its promising future. Undoubtedly, the main task is to improve the living standards of Norilsk residents. The implementation of the measures will become a vivid example of public-private partnership in order to solve the tasks set in the decree of the President of Russia on the foundations of state policy in the Arctic until 2035, ”the head of the city said.
