The final, fourth stage of the operational gathering of the command staff of the Navy took place at the Black Sea Fleet in the city of Sevastopol. Accompanied by the participants of the operational gathering, Admiral Nikolai Evmenov visited the Marine Corps unit of the Black Sea Fleet, where a report was made to the Commander-in-Chief of the Navy on the equipment of the Marine Corps with weapons and equipment, and also modern models of equipment and weapons in service were demonstrated.
As part of the gathering of the naval command staff, flowers were laid at the memorial to the defenders of Sevastopol during the heroic defense of 1941-1942. In this regard, the coordination of the actions of the forces of the fleets, as well as the system of combat control, is of particular importance. Therefore, the geography of the annual operational gathering of the leadership of the Russian Navy will continue to expand. This allows commanders of all grades to have an even clearer understanding of the scope of their tasks, achieving the greatest efficiency. Operational gathering is a defining event in the training of the Navy in the current academic year. Together with the participants of the training camp we visited Vladivostok, Petropavlovsk-Kamchatsky, Vilyuchinsk, Kaspiysk, Sevastopol. ” As part of the work of assembling the command staff, new approaches to the use of the forces (troops) of the Navy were analyzed and studied, taking into account modern threats from sea and ocean directions. The participants in the assembly were tasked with achieving a unanimity of views on the training of military command and control bodies, forces and troops of the fleets and the Caspian Flotilla in modern conditions. During the training session, the level of preparedness of its participants was traditionally checked in terms of knowledge of the requirements of the fundamental statutory documents of the Armed Forces of the Russian Federation. The participants in the operational gathering exchanged views on the most pressing issues of the construction, development and use of the Navy. In turn, Admiral Nikolai Yevmenov emphasized that the Main Command of the Navy pays and will pay great attention to the Black Sea Fleet.
“There are plans to re-equip all components of the Black Sea Fleet. Everything is going according to plan – without disruptions and transfers. New ships have been and will continue to be delivered to the Black Sea Fleet, ”said the Commander-in-Chief of the Russian Navy, Admiral Nikolai Evmenov.
The opening event of the gathering of the naval personnel was the military-historical conference “The Soviet Navy in the Initial Period of the Great Patriotic War of 1941-1945”, which took place on February 16 in Vladivostok under the general leadership of the Commander-in-Chief of the Russian Navy, Admiral Nikolai Evmenov, and was dedicated to the 80th anniversary the beginning of the Great Patriotic War.
“The conference aimed to study the historical experience of using the forces of the Soviet Navy in the operations of the initial period of the Great Patriotic War, as well as to develop recommendations for using the historical experience of using the Soviet Navy in the initial period of the Great Patriotic War in modern conditions. “Analyzing the historical experience and modern views on the role of the Navy in the Great Patriotic War, it is important to know in what conditions the Navy was preparing for war, what were its tasks, how the force control system was built.
Before the start of the war, the combat strength of the Navy generally corresponded to the accepted concept of using it to defeat a naval enemy, but did not fully correspond to the tasks that had to be solved already during the war.
Despite the correct assessment of the pre-war strategic situation, taking into account the presence of large groupings of the armed forces of Germany and its allies in the west and Japan in the east, the distribution of forces among the fleets did not fully meet the conditions prevailing during the war. The Soviet military doctrine, which existed on the eve of the Great Patriotic War, proceeded from the assumption that the defeat of the enemy could be achieved only by the joint efforts of all branches of the Armed Forces. This requirement predetermined the widespread involvement of the Navy forces in joint operations and combat operations together with ground forces in coastal areas and specified its tasks.
Assistance to the ground forces became the main content of the combat activities of the Soviet Navy throughout the war.
Despite the difficult conditions, from the very first day of the war, the fleets began to fulfill their plans of use, and in the course of the general strategic defense conducted active operations, decisively using all forces and means to defeat the opposing enemy groupings.
It should be noted that during the war, the forces of our fleets and flotillas took part in 27 strategic operations of the Soviet Armed Forces (out of 51 carried out during the Great Patriotic War), assisting the ground forces in all coastal areas of theaters of military operations, as well as a number of rivers and lakes. It can be said with good reason that some operations would not have taken place without the participation of the forces of the fleets.
The measures taken by the People’s Commissariat of the Navy made it possible to ensure long-term and stubborn defense of naval bases and large coastal cities during the defensive operations of the Red Army.
The defense of Libava, Tallinn and the Moonsund Islands, 73 days of the heroic defense of Odessa, 164 days of the defense of Hanko, 250 days of the defense of Sevastopol, 900 days of the defense of Leningrad pulled off large groups of enemy troops, preventing them from being used in other sectors of the Soviet-German front.
Therefore, it would not be an exaggeration to say that the Navy, by its actions, made a significant contribution to disrupting the plans of the German “blitzkrieg”.
Addressing the conference participants, the Commander-in-Chief of the Russian Navy, Admiral Nikolai Evmenov, also noted that “An objective analysis of the results of the construction and operational-strategic use of the Armed Forces, including the Navy, during the Great Patriotic War is still extremely necessary for a correct understanding of the objective conditions and requirements for further strengthening the country’s military might, taking into account its existing geopolitical position, current trends in the development of all types of weapons and military science. The maintenance of this status by our country, in addition to solving political, economic and social problems in the maritime area, including in the defense sphere, presupposes the further construction and development of the Navy. The evolving military-political situation poses important tasks for the Navy to ensure the state security and defense power of the Russian Federation, the success of which directly depends on the level of professional training of all Navy personnel, on the wisdom and ingenuity of scientists, designers, engineers, technical personnel shipbuilding enterprises. It is very important that each of us understands his personal responsibility for completing a common task, for success in battle. After all, the winner is the one who uses weapons more efficiently, preempts the enemy, who is more staunch and organized, better psychologically prepared.
Today, the personnel will have to carry out combat training tasks in a difficult international military-political situation.
In these conditions, the responsibility of naval sailors for ensuring the safety of the Fatherland’s maritime borders is sharply increasing.
Each of us – from a sailor to an admiral – must show combat training and professionalism, initiative and resourcefulness in the assigned area of activity.

Also in Vladivostok, in the foyer of the House of Officers, a thematic photo exhibition was launched based on materials related to the period of history discussed during the conference.
On the same day, the Commander-in-Chief of the Navy, Admiral Nikolai Evmenov, the commanders of the fleets and the Caspian Flotilla, officials of the Main Command of the Navy, military command and control bodies, formations and formations of the Navy, the leadership of the Military Educational and Scientific Center of the Navy “Naval Academy”, honored the memory of the seamen of the Pacific Fleet who died for their Motherland and laid flowers at the memorial “Military Glory of the Pacific Fleet”.
The second stage of the annual operational gathering of the leadership of the Russian Navy was held in Kamchatka. In the course of work on the assembly plan, its participants conducted a series of control and demonstration sessions on topics related to operational art and improving the quality parameters of training the Navy, the use of the Navy to eliminate any security threats from sea and ocean directions. The issues of further development of the integrated infrastructure for the base of the Submarine Forces in Vilyuchinsk were discussed.
Also, in Vilyuchinsk, the Commander-in-Chief of the Russian Navy, Admiral Nikolai Evmenov, and participants in the operational gathering of the leadership of the Navy honored the memory of the submariners of the Pacific Fleet who died in the line of duty, and laid a wreath and flowers at the monument to the crew of the L-16 submarine.
In memory of the submariners who gave their lives in the battles for the freedom and independence of our Motherland, a weapon salute was fired. The laying was completed with the passage of the Guard of Honor company and the military personnel of the units of the Pacific Fleet Submarine Forces.
The third stage of the operational gathering under the leadership of the Commander-in-Chief of the Russian Navy, Admiral Nikolai Yevmenov, was held at the Caspian Flotilla, where the participants of the event in Makhachkala on the eve of Defender of the Fatherland Day laid flowers at the monuments to the Liberator Soldier and Hero of the Soviet Union Magomed Gadzhiev. The event was held with the participation of Deputy Prime Minister of the Republic of Dagestan Ramazan Jafarov, Commander-in-Chief of the Russian Navy, Admiral Nikolai Evmenov, commanders of the fleets and the Caspian Flotilla, admirals and officers of the Main Command of the Navy, Mayor of Makhachkala Salman Dadaev, junior soldiers and cadets. The ceremony participants honored the memory of the fallen heroes with a traditional minute of silence.
