Mikhail Mishustin: Good afternoon, dear Valentina Ivanovna (addressing V. Matvienko), dear friends!
The meetings of the Government and the leadership of the Federation Council are not only a good tradition, they are also proof of the effective working relations that have developed between us. We are very successful, in my opinion, cooperating at various sites. My deputies, representatives of ministries and departments participate in meetings of the chamber and in meetings of committees and interdepartmental groups. State secretaries of ministries, who are responsible for updating legislation, work closely with the Federation Council. It is also extremely important for us to have feedback within government hours. Based on the results of each such discussion and the proposals received by the senators, the ministries are given instructions with specific tasks.
And of course, we have also formed a rather effective format of interaction. Almost in the same lineup as today, we met you a year ago, I remember that well, we discussed a fairly wide range of issues.
Following the meeting, relevant instructions were given, which were taken under special control by Deputy Prime Minister, Chief of Staff of the Government Dmitry Yuryevich Grigorenko. There were more than two dozen of them, almost all of them were completed. I know that work continues on two of them, but all this is within the framework of the agreements.
At your last meeting, you drew attention to the need to speed up the process of approving draft laws and adopting by-laws. We have adjusted all the necessary procedures in order to promptly consider them, adopt regulations that are needed for the timely entry of laws into force. For its part, the Federation Council provided competent support in this process, including for the adoption of the necessary laws.
I would also like to say a few words about important decisions that have been made recently. First of all, I want to thank you for your systemic support and cooperation in the work on the national plan, including for the proposals that were sent by the senators. We expect that the members of the Federation Council will monitor the implementation of the relevant provisions of the plan, all the events that are in the regions. And we are ready to use the mechanisms of parliamentary control, as well as our powers and, if necessary, make operational decisions on the situation on the ground.
Entrepreneurs, deputies, and your fellow senators highly appreciated the preferential loan program “FOT 2.0”, which is provided for by the national plan. It has stimulated businesses from affected industries to retain jobs and has become one of the most successful measures to support small and medium-sized businesses.
The program is coming to an end, however, a number of industries have not yet recovered to pre-crisis levels.
