Mikhail Mishustin: Good afternoon, Mr Japarov, friends. We are delighted to welcome you to the House of Government of the Russian Federation. Mr Japarov, first of all I would like to congratulate you on your election as President of Kyrgyzstan and to wish all the very best.

It is important that you are making your first international visit in the capacity of President of Kyrgyzstan to the Russian Federation. You have already held talks with President of Russia Vladimir Putin, during which you reaffirmed once again the special nature of our fraternal relations.

Of course, we are sincerely interested in taking our relationship to a new, higher level and to enrich it with creative essence and joint projects. We welcome your position of principle on promoting cooperation with Russia, the main ally and strategic partner of Kyrgyzstan. It is also very important that you assign a special role to the Russian language, which is not just an official language, but also a language of interethnic communication in Kyrgyzstan.

The priority attention of the Government is on our joint efforts to curb the coronavirus infection. We have been wholeheartedly helping our Kyrgyz brothers during the pandemic, sending mobile laboratories, test kits and teams of Russian epidemiologists, as well as humanitarian aid to Kyrgyzstan. This has helped stop the spread of the infection and save hundreds of thousands of lives. Regarding the current sanitary and epidemiological situation, we have decided to resume flights between our countries. By now, the number of Moscow-Bishkek flights has been increased to three times a week on the bilateral basis. We also welcome the decision of our Kyrgyz partners to join the Traveling without COVID app created at the Eurasian Development Bank, a simple and effective solution that helps monitor all the issues related to the coronavirus infection and at the same time allows our citizens to freely move between our countries.

Russia remains a leading foreign trade partner of Kyrgyzstan. Regrettably, our mutual trade has slumped by 10 percent because of the coronavirus pandemic and currently amounts to $ 1.7 billion. At the same time, mutual trade in agricultural products has increased by 10 percent, which is a positive fact. We hope that we will restore the dynamics of our trade and economic relations through joint efforts. This task has been assigned to the relevant intergovernmental commission, which is co-chaired by Deputy Prime Minister of Russia Alexei Overchuk. The decisions taken by the intergovernmental commission will help strengthen our bilateral cooperation in all areas.

A great deal has been achieved by the Russia-Kyrgyzstan Development Fund. Over 2,800 joint projects worth in total about $ 430 million are being implemented. Major Russian investors are working in the energy, mining and telecommunications sectors of Kyrgyzstan. A program of financial and non-financial support is underway at the Russian Export Center. We hope that you will continue to respect the rights and legitimate interests of Russian investors and citizens, and that they will be offered good conditions for expanding their activities in Kyrgyzstan.

We believe that Kyrgyzstan’s membership of the Eurasian Economic Union, which it joined in 2015, is having a positive effect on your country’s economic development. Our mutual trade has increased by almost 50 percent since then, which is proof of the effectiveness of integration.

We will carry on our effective interaction. I hope to meet the Prime Minister of Kyrgyzstan at the upcoming meeting of the EAEU Intergovernmental Council.

I would like to use this occasion to once again wish you all the best and every success. Please, you have the floor.

I am pleased to be here and grateful for this opportunity to meet with you. This visit to Russia is my first international visit in the capacity of President of the Kyrgyz Republic, which is proof of the high level of bilateral relations between our countries.

Yesterday I had a meeting with President Vladimir Putin, during which we discussed the current aspects of our cooperation. We agreed to continue strengthening our strategic partnership and allied relations.

I would like to reaffirm Kyrgyzstan’s commitment to all its previous agreements with Russia. Russia is our main partner in the areas of international affairs, security, trade and economic and cultural ties. We are resolved to continue developing our Eurasian integration within the framework of the EAEU, the CIS, the CSTO and the SCO.

I hope that we will elevate our bilateral and multilateral relations to a higher level of cooperation.

We are especially grateful to the Government of Russia for the support we received during the pandemic in the form of humanitarian, financial and technical assistance. We plan to launch a vaccination campaign in Kyrgyzstan soon with Russia’s support.

Kyrgyzstan and Russia not only have a common culture and history, but also modern political, trade and economic ties between them. We are now working to make the fullest possible use of the potential of bilateral cooperation.

Mr Mishustin, I am very pleased to make your acquaintance and to be able to discuss all aspects of long-term cooperation between Kyrgyzstan and Russia.
