The Moscow labor market is gradually recovering from the pandemic. Compared to the peak values ​​of the summer, the registered unemployment rate has decreased three times. The main task now is to help people find a job who have not yet been able to adapt to the changed labor market, as well as to advise those who want to obtain self-employed status or become an individual entrepreneur.

“Most of our employment centers are now located in the centers of state services“ My Documents ”, and, naturally, the circle of people who come for consultations and look for work has expanded. The efficiency of these employment centers has increased almost 10 times, and their working conditions have become different, ”added the Mayor of Mokva.

According to him, the first flagship center “My Job” is already successfully functioning in the capital, which is aimed at helping people actively looking for work, as well as the center “My Career”, which offers employment assistance to vulnerable groups.

“These are people of the older generation, and mothers with children, and residents with disabilities. They need an individual approach, an individual attitude. And of course, they sometimes face a very serious psychological barrier when applying for a job. We are trying to help them overcome it, ”said Sergei Sobyanin.

Consulting and training: what services are provided by the new employment center

The flagship center “My Work” on Shabolovka is located in a two-story building built in 1940 with an area of ​​628 square meters. In 2019, a major overhaul was carried out here and the premises were adapted for modern use. The building has retained its usual external appearance for the Donskoy District – a red brick facade and a simple porch with several steps.

The interiors of the building are decorated in a loft style, which refers to the industrial history of the area. In addition, the flagship has a barrier-free environment.

Improvement of the territory is planned in the warm season. An additional exit to the Donskoy Monastery will appear. There will also be an outdoor lecture hall with a recreation area for visitors.

On the ground floor there is an administrator’s workplace, an electronic queue terminal is installed and information about the events held in the flagship is posted. In the reception and consulting area, they provide services in finding a job – they help to write a resume, select vacancies from the city databank and from those posted on large sites, including those working with self-employed.

Also on the ground floor there is a hall for group consultations, trainings, master classes, presentations, open selections for vacant positions. It hosts training events and consultations on choosing an effective form of business, developing a business plan, developing and promoting a personal brand, and obtaining various government support measures. Many events are taking place online due to the pandemic.

On the second floor, you can undergo professional testing, consult on issues related to building a career and starting your own business. Experts will help:

– determine the level of hard and soft skills, and also test for entrepreneurial abilities;

– to form a new career plan, including with a cardinal change of profession, talk about the opportunities of the labor market and vocational training programs, help to write a resume correctly and cope with psychological problems that hinder successful employment;

– get the necessary information about starting your own business from scratch, recommend and enroll in training courses, help register and use services for aspiring entrepreneurs, get financial assistance when registering a business;

– to learn how to use services for video conferencing, this is especially important now – during the heyday of various formats of remote employment.

Also on the second floor, meetings of budding entrepreneurs are held within the framework of the “I am an entrepreneur” networking club and business games for graduates of the “Seven Steps to Starting Your Own Business” course. Participants in these events improve their skills and exchange experiences.

In addition, in the flagship “My Job” you can register an individual entrepreneur, LLC or get the status of self-employed for free. This service is provided in conjunction with Sberbank.

Together with specialists from the largest online services, events are being held to use modern Internet tools for promoting and searching for orders.

In the flagship center “My Work” on Shabolovka, a full cycle “Self-employment in hand” ecosystem has been created. This means that a person in one place can undergo professional testing, enroll in training courses, and then register as an entrepreneur or self-employed, as well as organize interviews with potential partners.

During the work in the pilot mode, the employees of the employment center conducted more than 10 thousand consultations for job seekers and 200 training events for start-up entrepreneurs. About eight thousand people started their own business. The flagship is expected to help more than 7,000 people start their own businesses in 2021.

The flagship plans to create an Internet platform with training courses and webinars (for example, BusinessClass from Sberbank and Google), as well as partner services (for example, SberServices).

How the employment service has changed

In 2019, the modernization of the city employment service began. The main task was to reject outdated formal approaches and conduct individual (targeted) work with each applicant, taking into account his specific life situation.

The new infrastructure model of the employment service consists of three main elements:

– 56 employment departments in My Documents offices, where applicants can receive basic services, including assistance in writing a resume, selecting vacancies, interacting with employers, registering as an unemployed person and assigning payments;

– two flagship centers “My Job” with an expanded range of services, including testing skills and competencies, mass recruiting and individual recruiting, vocational training, career counseling, trainings and master classes, assistance in starting your own business (the second flagship is located in the Central Administrative District at : Shchepkina street, 38);

– a specialized center “My Career” (Sergiy Radonezhskogo Street, Building 1, Building 1) to help the most vulnerable categories of Muscovites find jobs: youth, people over 50, applicants with disabilities, women on maternity leave, low-income families with kids.

Irina Shvets, director of the My Career State Budgetary Institution, said that a program for training nannies has been implemented since February. “This is a turnkey training program, when our clients undergo training, then pass an exam, receive a certificate, and after that our partner – an employer guarantees employment. In the process of training, we help to formalize the status of self-employed and accompany until the moment when our client has his own client base and a specific employer, ”explained Irina Shvets.

According to her, thanks to the program, older people receive a new profession and income, and mothers – certified nannies, free time and the opportunity to go to work.

Earlier, employment departments were located in uncomfortable premises. Now they are located in the offices of “My Documents”. Services have become better and more affordable, since the employment service provides them according to the Moscow standard of state services.

For example, according to the old technologies of work, applicants were required to fill in 24 different documents and put 47 signatures. All this took at least 50 minutes, of which a real dialogue with a specialist took only five to seven minutes. Now, thanks to the remote application format, specialists form the personal files of applicants even before they come to the My Documents center. Employees now devote most of their hiring time to working with a person, helping him write a resume and find a vacancy.

Practice has shown that after the reorganization of the city employment service, job seekers began to more often seek services, including career advice. Compared to working in old premises, the number of consultations at the offices of “My Documents” has increased almost 10 times.

In spring it is planned to open an academy for training and development of employees of the employment center. It will be located at 2 Kuusinen Street, Building 1. It will be a multifunctional training center for professional development of employees in the world of work and employment with classrooms for training and a simulation area for practical training.

Labor market: tested by a pandemic

The coronavirus pandemic has become the most severe test for the capital’s labor market since the transition to a market economy in the early 1990s. Within a few months, the registered unemployment rate rose eightfold – from 0.39 to 3.04 percent.

Thanks to modernization, the city employment service was able to cope with the dramatically increased workload. Since March 30, services for registering as unemployed and assigning benefits were transferred online. More than 300 thousand people were recognized as unemployed – without a single delay, they received support for a total of 17 billion rubles.

Even in the most difficult months, the employment service continued to employ people. In total, 177 thousand people got jobs thanks to her last year.

Now the labor market is gradually recovering. The registered unemployment rate fell by more than three times – to 0.93 percent (68.1 thousand people). The databank of the Moscow employment service contains 144.4 thousand vacancies and another 149.7 thousand are posted on the website

Most of the unemployed mass professions are employed in the following positions:

– logistic forwarder, remote operator;

– administrator-merchandiser, consultant-seller (including online), seller-cashier;

– accountant, economist, product manager;

– security specialist (Domodedovo and Sheremetyevo airports, Mosgortrans);

– communications operator, postman (“Russian Post”);

– specialist in the processing and registration of documents (offices “My Documents”);

– foreman, dispatcher, plumber, green economy worker (State Budgetary Institution Zhilischnik);

– courier (delivery, courier service).
