During a working trip to the Khabarovsk Territory, the Deputy Prime Minister – Plenipotentiary of the President in the Far Eastern Federal District also got acquainted with the completion of the first stage of reconstruction of the airfield complex of the airport of the regional center.
Opening the meeting on the implementation of the long-term plan for the comprehensive socio-economic development of Komsomolsk-on-Amur, the Deputy Prime Minister recalled that the plan was adopted in pursuance of the President’s instructions given in the message to the Federal Assembly in December 2015. “First of all, we must improve the living conditions of the residents of Komsomolsk-on-Amur. The quality of life of people should correspond to the quality of their work. The quality of work of people living in Komsomolsk-on-Amur is very high. They build not just airplanes, but some of the best fighters in the world. But there are significant problems with the quality of life. We want the city to become beautiful, and for this it is necessary to put in order hospitals, schools, kindergartens, roads, ”said Yuri Trutnev.
The long-term plan for the comprehensive social and economic development of Komsomolsk-on-Amur includes 34 measures and 30 construction projects. For its implementation, funding is allocated in the amount of 41 billion rubles, including funds from the federal budget in the amount of 27.2 billion rubles.
Work on seven objects was completed: the reconstruction of the drama theater, the engineering school and the substations “Gorodskaya” and “Beregovaya” was carried out, 4.5 km of a distribution gas pipeline, an ambulance station were built, an infrastructure for housing construction was created in the Parus microdistrict, the road was brought into a standard state Lidoga – Vanino. At the same time, 15 objects are being built in violation of the deadlines. Construction of 8 objects has not been started in due time.
During the meeting, the issue of effective use of funds from the federal budget provided by the Ministry for the Development of the Russian Far East through a single subsidy was discussed. According to the Deputy Minister for the Development of the Far East and the Arctic Anatoly Bobrakov, the region will receive 5.8 billion rubles for the implementation of five measures. An ambulance station has already been built with the help of a single subsidy.
The Khabarovsk Territory was instructed to take the necessary measures to promptly adjust the project for the construction of an interdistrict oncological dispensary, clarify the construction cost of the facility, as well as the necessary measures to complete the construction of two facilities of the regional sports development center and three road infrastructure facilities.
“For all objects where the government of the Khabarovsk Territory is responsible, we, after the audit and after, unfortunately, the termination of the contracts concluded by the previous management, undertake the obligation to start work in 2022. In 2021, we will carry out all the competitive procedures in order to start work immediately after the New Year, ”promised Acting Governor of the Khabarovsk Territory Mikhail Degtyarev.
Yuri Trutnev supported the proposal of the head of the region to include in the long-term plan of measures to create a comfortable urban environment.
On the same day, the Deputy Prime Minister got acquainted with the completion of the first stage of reconstruction of the airfield complex of the Khabarovsk airport. The first artificial runway (IVPP-1) was put into operation, taxiways, part of the apron and a platform for treating aircraft with anti-icing fluid were modernized. The infrastructure of the airfield complex was supplemented by two new emergency rescue stations – the main one and the starting station, new objects for radio engineering and meteorological support of flights, and treatment facilities. The reconstructed runway received modern lighting equipment.
Reconstruction of the airport complex will increase the airport’s capacity, improve the quality of aircraft service and ensure compliance with the requirements of their operation. The project was implemented within the framework of the federal target program “Development of the transport system of Russia (2010–2021)”. The volume of financing from the federal budget amounted to about 10 billion rubles.
“We have built a new runway, built a new terminal. The strip is good, modern, in the right way. Now we need to tidy up the old lane so that it acts as a reserve one, we need to make taxiways, an apron, and then, as part of development, we are talking about a new international terminal. In this case, a powerful transport hub will be formed here. But this is not the only work that is going on as part of the modernization of the transport infrastructure of Khabarovsk. The construction of the Bypass Khabarovsk bypass road continues. For the development of the city, the transport infrastructure is of fundamental importance. Significant federal funds are being invested in this. We will continue this work, ”said Yuri Trutnev.
The first takeoff from the new runway-1 of the airport was performed by the wide-body Airbus A330 of the leading Russian airline Aeroflot, following flight SU1713 on the Khabarovsk – Moscow route.
