Deputy Prime Minister Dmitry Chernyshenko held a meeting with representatives of the IT industry, during which the participants discussed the second package of measures to support the IT industry and the implementation of the roadmap of the selected initiatives.

The meeting was attended by the head of the Ministry of Digital Science Maksut Shadayev, General Director of ANO Tsifrovaya Economy Evgeny Kovnir, heads of working groups on support measures and IT associations.

“The IT industry in Russia has sufficient capabilities and potential to become a locomotive in the process of modernizing the country. Thanks to joint efforts, we have prepared a package of top-priority measures for the development of the IT industry and, in fact, formed a work plan for the next two years. The second package includes more than 60 measures to support the industry. More than 200 experts who represent 150 IT companies worked on them. In the near future, the prepared plan will be submitted for signature to the Prime Minister. After approval, we will begin to implement it, working out in detail with the departments measures for each measure of support for the IT industry, ”said Dmitry Chernyshenko.

These proposals make it possible to level the conditions of international competition, provide comprehensive support to domestic developers by reducing the costs of IT companies, as well as by regulating the demand for Russian IT solutions and the introduction of Russian software and hardware and software systems. In addition, the list of measures reflects proposals aimed at deepening and expanding support for individual segments of the IT industry.

The Deputy Prime Minister also noted that these measures are no less important for the state, since they provide ample opportunities for import substitution, the formation of the foundations of national information security, and also contribute to the development of the country’s economy and the achievement of the national goal of digital transformation.

Recall that the first package of measures was prepared on behalf of the President and presented by Prime Minister Mikhail Mishustin during a meeting with the IT business in Innopolis in July 2020. It included two main areas: a tax maneuver that provides for a reduction in income tax from 20 to 3% for IT companies and a reduction in insurance premium rates from 14 to 7.6%. Also, Russian software developers were exempted from VAT when implementing their own solutions and when purchasing marketing services to promote products abroad.

In addition, mechanisms of financial incentives for the development and implementation of domestic IT products were launched. At the end of 2020, grants were allocated for new developments of IT products and their implementation for 6.9 billion rubles, more than 300 projects were supported. A portfolio of projects for the implementation of Russian solutions for concessional lending for 34.7 billion rubles has been formed.

Another fundamentally important decision was made at the Innopolis site – to bring the dialogue with the IT community on improving the conditions for doing IT business in Russia to a fundamentally new level and to involve a wide range of industry experts and entrepreneurs in this work.

Initiatives formed at the site were considered at face-to-face meetings of 12 expert working groups in the following areas: Information Security, Education, Data Centers and Cloud Computing, Recognition Systems, Office Software and Operating Systems, ERP / CRM / BI “,” Engineering Software “,” Information Systems in Health Care “,” Games “,” Online Cinemas “,” Social Networks, Messengers and Communications “,” System Integrators “. More than 210 experts – representatives of 150 IT companies – took part in the work of these groups.
