On March 19, under the chairmanship of the Minister of Emergency Situations of Russia Evgeny Zinichev, a meeting of the Government Commission for the Prevention and Elimination of Emergencies and Fire Safety was held.

The heads of the constituent entities of the Russian Federation, heads of territorial bodies of the Ministry of Emergency Situations of Russia and members of the Public Council under the Ministry took part in the discussion of the issues of protecting the population and territories from natural risks. The issues of readiness for a fire hazardous season and accident-free passage of flood waters were considered with the participation of the deputy heads of the Ministry of Natural Resources and Rosvodresursy, respectively.

As noted by E. Zinichev, this year the fire hazardous season in some regions did not actually stop – fires were registered on the territory of the Republics of Crimea, Ingushetia, in the Krasnodar Territory. Large forest fires last winter were extinguished in the area of ​​the city of Sochi, including in the Sochi National Park, and in the Khasansky Natural Park of the Primorsky Territory.

So, at the beginning of this year, 43 forest fires have already been registered on an area of ​​about 1 thousand hectares. All of them occurred due to the careless handling of fire by citizens. At the same time, it was noted that the efficiently organized interaction of the interested departments increased the responsiveness of the units when extinguishing forest fires. As a result, most of the fires were eliminated on the first day.

“At the same time, abundant snow reserves have formed on the territory of Central Russia, in some regions of Siberia and the Far East. The last time such a situation was observed was 25 years ago, ”said the Minister of Emergency Situations of Russia.

As a result of the abnormally cold and snowy winter, the height of the snow cover is almost twice the average annual values. All this can complicate the passage of the spring flood.

As E. Zinichev emphasized, in such conditions, coordination of interagency cooperation is important. “All work on the safe passage of flood waters, in particular, sawing and blackening of ice, must be coordinated with the management bodies of the territorial subsystems of the RSChS and take into account the general situation,” said the Minister of EMERCOM of Russia. “Inconsistency in such actions is not permissible.”

The constituent entities have implemented the bulk of preventive measures for accident-free passage of floods. The preparation of reservoirs and hydraulic structures for receiving and passing flood waters is nearing completion. Ice-breaking and icebreaking operations are planned for river sections over 1,000 km.

In addition, in the coming summer-autumn period, in 33 constituent entities of the Russian Federation, it is planned to carry out work to increase the throughput of river channels in sections with a length of 190 km. It is also planned to overhaul 55 hydraulic structures in 32 constituent entities of the Russian Federation.

Also, within the framework of the Pravkomissi, a federal action plan for the prevention and elimination of emergency situations for the current year was approved.

The minister demanded to take exhaustive measures to ensure the trouble-free passage of floods and flood waters, promptly eliminate wildfires and organize the protection of settlements from them.
