In 2021, the Federal Penitentiary Service held a competition for the title of “Best Correctional Center” for the first time. 77 correctional centers took part in the competition, as well as isolated sections functioning as correctional centers at correctional institutions from 71 constituent entities of the Russian Federation.
In recent years, the institution of the development of punishment in the form of forced labor has become widespread and has become one of the priority areas of the Federal Penitentiary Service of Russia. This required the adoption of organizational measures by the Federal Penitentiary Service of Russia, improvement of regulatory and organizational support.
The competition for the title “Best Correctional Center” was held for the first time in order to evaluate the performance of correctional centers and identify the best correctional center. However, no less important tasks of the competition are to increase the activity and strive for professional growth of the employees of correctional centers, to improve the performance indicators for the execution of punishment in the form of forced labor.
During January, the territorial bodies of the Federal Penitentiary Service of Russia carried out an analysis of the results of work, which was entered into the evaluation table of the correctional center.
An important role in determining the final data was played by such criteria as the effectiveness of the territorial bodies of the Federal Penitentiary Service of Russia in expanding the network of correctional centers, increasing the number of places for housing convicts, attracting the business community to employ convicts for forced labor, opening correctional centers at enterprises of correctional institutions, and outside organizations, the involvement of public organizations and associations, traditional religious confessions to solve problematic issues, provide social and other assistance to convicts, as well as stable and high-quality work to organize the execution of punishment in the form of forced labor (incentive points were assigned).
The competition commission also took into account negative factors in the work of institutions: the lack of promising proposals for the creation of institutions and their sites, the high need for places to accommodate convicts to forced labor, complaints about the conditions of detention, the presence of compromising information, acts of prosecutor’s response (points were removed).
Based on the results of a comprehensive review, the finalists were determined: FKU ITs No. 1 of the Federal Penitentiary Service of Russia in the Orenburg Region, UFIC at the FKU KP-2 of the Federal Penitentiary Service of Russia in the Altai Territory, FKU ITs No. 1 of the GUFSIN of Russia in Primorsky Territory.
According to the regulations on the competition for the title of “Best Correctional Center”, the winner is awarded a challenge pennant, a 1st degree diploma. Also, diplomas are awarded to the finalists.
A pleasant addition will be valuable gifts provided for the heads of correctional centers who have become finalists, as well as encouragement from the heads of the territorial bodies of the Federal Penitentiary Service of Russia.
However, the main thing is that the competition became an incentive for many employees of correctional centers to increase their diligence, the level of responsibility and solidarity in front of common tasks. After all, the result of the institution’s work largely depends on the well-coordinated and high-quality work of each.
