The issue of preparing for the accident-free passage of floods and floods in 2021 is under the control of Prime Minister Mikhail Mishustin.

According to the EMERCOM of Russia, there are about 5 thousand settlements, over 2.5 thousand sections of automobile roads, 49 sections of railways, about 1250 bridges in potentially flood-prone zones of the country.

Today we must discuss the readiness of the territories to pass the flood, the measures taken, identify the risks of complicating the situation, form additional measures to minimize them, ”Victoria Abramchenko addressed the selector participants.

The Deputy Prime Minister recalled that the issues of preparation for floods and floods were considered by the Security Council of the Russian Federation, based on the results of which and taking into account the conclusions of previous years, instructions were formed and given to federal and regional executive authorities, local governments, the RSChS system as a whole.

Within the framework of the meeting on the state of protection of the population and territories from flooding and flooding in the flood period of 2021, the Deputy Head of the Ministry of Emergency Situations Pavel Baryshev reported on the expected nature of the spring flood – the head of Roshydromet Igor Shumakov, on the water situation – the head of Rosvodresursov Dmitry Kirillov.

Representatives of the leadership of the Republic of Sakha (Yakutia), Perm and Khabarovsk regions, Vologda and Irkutsk regions were heard on measures and proposals to minimize risks – regions for which Roshydromet presented the most unfavorable forecast.

At the meeting, it was noted that on the basis of the National Center for Crisis Management of the Ministry of Emergencies, since March 2021, an interdepartmental working group for monitoring the flood situation will work around the clock. On behalf of the country’s Security Council, the readiness of forces and means for floods and floods by April 1, 2021 will be checked by the central office of the Ministry of Emergency Situations together with interested federal authorities in 18 regions of the country. These are the republics of Buryatia and Dagestan, Krasnoyarsk, Krasnodar, Primorsky, Stavropol, Khabarovsk territories, the Jewish Autonomous Region, Voronezh, Kirov, Murmansk, Novgorod, Rostov, Samara, Sverdlovsk, Tomsk, Chelyabinsk and Yaroslavl regions. The remaining 67 subjects will be checked by the territorial bodies of the Ministry of Emergency Situations.

According to Roshydromet forecasts, flooding of low-lying parts of settlements and infrastructure facilities is possible in Moscow, Leningrad, Novgorod, Vologda, Arkhangelsk, Kaluga, Ryazan, Kostroma, Tver, Nizhny Novgorod, Kirov, Samara, Ulyanovsk, Kurgan, Sverdlovsk, Chelyabinsk, Omsk, Omsk Novosibirsk, Tomsk, Irkutsk, Sakhalin regions, Nenets and Chukotka autonomous regions, Mordovia, Tatarstan, Bashkortostan, Khakassia, Yakutia, the Republic of Tyva, Perm, Altai, Krasnoyarsk, Primorsky, Kamchatka territories.

On the eve of the beginning of the spring flood in 2021, 237 temporary hydrological posts will be opened, and interested departments will be informed about the development of the hydrometeorological situation.

According to Rosvodresursy data, at present, the hydrological and water management situation in Russia is generally calm. In order to safely pass the floods and summer-autumn floods of the next years, Rosvodresursy is carrying out a planned pre-flood drainage of reservoirs, together with the regions, a complex of preventive flood control measures has been planned in the flood-prone areas of the Republic of Sakha (Yakutia), the Yamal-Nenets Autonomous Okrug, the Perm and Vologda regions, the Vologda region. In 2020, the department ensured an increase in the throughput of water bodies with a total length of over 140 km in 33 regions, overhaul and current repairs of 88 GTS in more than 30 regions.

Rosselkhoznadzor has planned inspections and examinations for the compliance of anthrax cattle burial grounds and biothermal pits with veterinary and sanitary requirements.

In places of mass emergence of people on the ice, it is planned to organize a joint watch of employees of the Ministry of Emergency Situations and the Ministry of Internal Affairs.

As a result of the selector, Victoria Abramchenko and Yuri Borisov emphasized the importance of improving flood control measures and forecasting dangerous hydrometeorological phenomena, the formation in settlements of stocks of material, food, medical and other means for priority life support, timely informing the population in flood zones about measures to minimize damage and risk for life and health, as well as the protection of infrastructure. Particular attention should be paid to engineering infrastructure facilities and environmentally hazardous facilities (treatment facilities, waste disposal sites, accumulated environmental damage facilities, and others).

Victoria Abramchenko also outlined the task of increasing the role of space monitoring of flood-prone areas at risk of emergencies.

Yuri Borisov instructed Roscosmos to provide the Emergencies Ministry at least twice a day with highly detailed optical images and Earth remote sensing data to refine the models of the development of events.
