Sports and recreational facilities and an educational and training arena were placed in the ice palace. On the ground floor of the indoor skating rink with a total area of ​​over six thousand square meters, there is an ice arena measuring 56 by 26 meters, as well as a training ice rink (30 by 14 meters), changing rooms with bathrooms, a first-aid post, utility and technical rooms. According to the plans, exhibition halls and cafes will appear on the second floor.

The arena is adapted for visitors with limited mobility: the entrance was located at the level of the sidewalk, special bathrooms and parking spaces were equipped at a distance of less than 50 meters from the entrance. A passenger elevator was also installed.

A parking lot for 24 cars has been placed on the territory next to the ice rink.
