Russian employers will be able to receive subsidies for the employment of the unemployed, and citizens will receive free training in the most popular professions. Such additional measures are envisaged to promote employment of the population. The government approved the rules for providing state support for these purposes.

Russian President Vladimir Putin has ordered to help citizens who have been left without work due to the coronavirus and restore employment to the level of 2019. This must be done by the end of 2021.

In 2020, the Government did a lot in this direction: new programs for retraining and employment promotion were launched, including through a social contract. In 2021, it was decided to expand retraining programs and introduce additional measures to subsidize hiring.

In particular, the employer will be able to receive state support for the employment of citizens who were registered at employment centers before January 1, 2021. The subsidy will be equal to three minimum wages, increased by the regional coefficient, the amount of insurance premiums and the number of employed citizens. At the same time, the organization will receive the first payment in a month after the unemployed is employed, the second in three months, and the third in six months. The federal budget has already allocated more than 12 billion rubles for these purposes. It is expected that this measure will allow employing at least 200 thousand people.

The Social Insurance Fund will be responsible for the distribution of subsidies. He will receive information about the employment of the unemployed through employment centers and pay funds directly to the employer.

Also, retraining and additional vocational education programs with the possibility of further employment will be organized for citizens. Not only citizens who have lost their jobs due to the pandemic, but also people over 50, as well as women with small children, will be able to become their participants. Training for them is organized by the Agency for the Development of Professional Skills (WorldSkills Russia), the Russian Academy of National Economy and Public Administration under the President of the Russian Federation, Tomsk State University. It is expected that in 2021 at least 168 thousand people will be able to get a more demanded profession or additional education, and about 126 thousand of them will get a job.

The costs of educational organizations will be reimbursed through grants. The federal budget for these purposes in 2021 provides more than 10 billion rubles, in 2022 – 7.4 billion rubles, in 2023 – 7.4 billion rubles. The work is carried out within the framework of the national project “Demography”.
