Thanks to the projects for the integrated development of the territories of the former industrial zones, over 500 thousand jobs will be created in the city, the total investment in the implementation of projects will amount to about seven trillion rubles, and almost three trillion rubles will go to the budget of the capital.

In the capital, the terms of implementation of redevelopment projects of former industrial zones have been reduced. Resolution of the Moscow Government adopted “On measures for the implementation of projects for the integrated development of non-residential areas in the city of Moscow”, which allows you to quickly conclude contracts with investors who are ready to develop these territories.

If earlier it took almost 340 days from the moment of the decision on the integrated development of the territory (CRT) to the conclusion of the contract through the auction, then within the framework of the new procedure this period was reduced to 170 days through the auction. This period is sufficient to determine the basic conditions for the integrated development of territories.

Optimization of the procedure will allow attracting investors and creating new comfortable microdistricts on an area of ​​over 1,900 hectares. This was announced by the Deputy Mayor of Moscow for Economic Policy and Property and Land Relations Vladimir Efimov

On the site of the former industrial zones in Moscow, modern quarters will be created, where innovative production facilities that meet existing environmental standards, technology parks, residential buildings, as well as social and road infrastructure, and public spaces will appear. Thanks to the projects of the KRT, over 500 thousand jobs will be created in the city, the total investment in the implementation of projects will be about seven trillion rubles, and almost three trillion rubles will go to the budget of the capital.

The new decree details and accelerates the procedure for preparing and making a decision on the integrated development of territories.

“We intend to attract private investors to the development of former industrial zones so that not only housing and office buildings are built in new micro-districts, but also modern production facilities are created. The industry of the 21st century is a technologically advanced and environmentally friendly enterprise with highly qualified specialists, occupying a small area. In addition, within the framework of the KRT, we will create the infrastructure that is lacking in a particular area: somewhere these are schools and kindergartens, somewhere – parks. Thus, instead of abandoned industrial zones, new points of development of the city will appear, ”commented Vladimir Efimov.

According to the new procedure, the city authorities will be able to make decisions on integrated development projects for the territories of former industrial zones before making appropriate changes to the rules of land use and city development, which significantly reduces the project implementation time.

If the rightholders come up with an initiative for the implementation of the KRT project and the boundaries of the KRT are established rules of land use and development of the city of Moscow, Then there is no need to immediately develop documentation for the planning of territories. It is enough to conclude an agreement on the project between all rightholders and contact the Department of Investment and Industrial Policy of the city of Moscow to conclude an agreement on MCT.

Also, the new decree determines the procedure for interaction of executive authorities in the implementation of a project for the integrated development of the territory. The Department of Investment and Industrial Policy of the city of Moscow is empowered to prepare and agree on draft decisions on MCT, make decisions on holding tenders for the right to conclude an MCT agreement, conclude MCT contracts on the initiative of rightholders and with investors based on the results of the auction.

“When preparing a draft decision on the development of industrial facilities, the Moscow City Industrial Development Agency and the State Inspectorate for Control over the Use of Real Estate in the City of Moscow will conduct joint comprehensive surveys of non-residential areas. Also, the issues of the MRT of non-residential buildings will be promptly considered at the headquarters for the implementation of projects of the MRT, which was created in December 2020. Currently, the Department is already working on more than 120 projects of commercial development of non-residential buildings in the city of Moscow. The main advantage of the KRT tool is that it allows you to involve in projects for the development of a territory where it was previously impossible to start work due to conflicts of owners, lack of interest of rightholders in development or other restrictions. If the copyright holders do not put the abandoned territories in order on their own, the city has the right to oblige them to start work on a certain date or to buy them out and start developing on their own.
