Low-income families will be able to choose from two regional benefits for children ages three to seven. So, you can continue to receive the current benefit in the amount of 7725 rubles per month or apply for a new regional payment. This decision was made at a meeting of the Presidium of the Moscow Government. The corresponding decree was signed by Sergei Sobyanin.
A new monthly payment to low-income families with children aged three to seven was established on behalf of the President of the Russian Federation. Its size will vary depending on the financial situation of the family. So, the amount of payment can be 50 percent of the child’s subsistence minimum – 7791 rubles, 75 percent – 11 687 rubles or 100 percent – 15 582 rubles per month. For each subsequent increase in payment, a family can count on whose average per capita income does not exceed the subsistence level, provided that the established allowance is received. In addition, the payment is assigned for each child between the ages of three and seven, even if there are several of them in the family.
In general, the benefit can be received by families in which the average per capita income does not exceed the subsistence level established in Moscow – 18,029 rubles per month. All receipts from labor activity and monthly social payments under federal and Moscow legislation will be taken into account as income. In addition, they will make an assessment of property, as well as accounts and deposits in commercial banks.
To be eligible for the new payment, both parents must work or study, or receive an old age or disability pension. Only one of them can have a valid reason for the lack of income. For example, due to the birth of a child, caring for a newborn or a sick family member.
Applications for the transition to a new cash payment will be accepted at the centers of public services “My Documents” from March 24, 2021. If the right to receive the payment is confirmed, then it will be established from January 1, 2021, but not earlier than from the day the child reaches the age of three. Thus, low-income families with children from three to seven years old will be able to receive higher social benefits depending on the real level of need.
