The meeting was attended by representatives of the Ministry of Labor, the Ministry of Education, the Ministry of Education, the Ministry of Economic Development, the Ministry of Finance, Rosobrnadzor, Rostrud, as well as the Republic of Mari El, Kaliningrad, Novgorod, Ryazan and Chelyabinsk regions, Moscow. The meeting was held in the format of a video conference.
In the report of the Ministry of Labor, an analysis of the complexes of measures of the constituent entities of the Federation was presented, aimed at achieving pre-pandemic indicators of employment in the regional labor markets in 2021. So, at present, in 69 regions, the approved parameters of the programs correspond to the indicators agreed by the Ministry of Labor.
In 7 regions, namely Bashkortostan, Dagestan, Tyva, Primorsky, Khabarovsk Territories, Belgorod and Jewish Autonomous Regions, there were discrepancies between the target indicators of regional programs and the indicators of the Ministry of Labor.
In 10 regions – Buryatia, Chuvashia, Perm Territory, Belgorod, Kaluga, Kemerovo, Kurgan, Kursk, Oryol and Tambov regions – violations of the requirements for the structural content of regional programs were revealed.
Based on the analysis, the Ministry of Labor organized work with the regions in terms of supplementing the complexes of measures with target indicators for restoring the employed population to pre-pandemic values, as well as an analytical part on the dynamics of the number of employed and unemployed citizens. In addition, the Ministry of Labor sent to the regions draft agreements, which contain the obligations of the regions to achieve the target indicators of restoring the employed population to pre-pandemic values.
In turn, the Ministry of Labor was instructed, by April 2, to analyze the information received from the regions on the existing problems in the restoration of the labor market and to submit to the Government information on the progress of the implementation of regional programs and changes in labor markets in order to make operational decisions at the federal level to eliminate existing problems.
Particular attention during the meeting was paid to the regions whose programs do not yet ensure the achievement of pre-pandemic employment indicators in 2021. These include Bashkortostan, Buryatia, Dagestan, Tyva, Chuvashia, Perm, Primorsky, Khabarovsk Territories, Belgorod, Kaluga, Kemerovo, Kurgan, Kursk, Oryol, Tambov, regions and the Jewish Autonomous Region.
Based on the results of the discussion, the regions were instructed to make changes to the programs, providing for the achievement of the necessary indicators, about which to inform the Ministry of Labor by March 29.
When considering the situation in regional labor markets and measures to restore the employed population, it was emphasized that currently, in accordance with the President’s order of July 8, 2020, all regions are implementing regional program activities aimed at restoring employment to the level of 2019. During the meeting, the representatives of the Republic of Mari El, Novgorod and Ryazan regions heard reports on the state of regional labor markets and measures that should contribute to the achievement of targets for the restoration of labor markets.
It was noted that the target indicators for the restoration of employment in the Republic of Mari El (18.5 thousand people), in the Novgorod region (26.6 thousand) and in the Ryazan region (514.3 thousand) correspond to the indicators agreed by the Ministry of Labor, and the parameters of the corresponding regional programs make it possible to achieve them.
At the same time, attention was drawn to the high level of commuting labor migration in the Republic of Mari El. In particular, traditionally more than 34 thousand residents of the region work outside its borders on a rotational basis. Their return during the period of restrictive measures increased the pressure on the republican labor market.
The information from the representatives of the regions was taken into account and an order was given to monitor the implementation of programs in the regions and ensure the achievement of the target indicators of restoring the employed population to pre-pandemic values.
