From August 1, 2021, another form of defense of doctoral dissertations will appear in Russia – in the form of a scientific report prepared on the basis of previously published works. The necessary changes have been made to the Regulation on the award of academic degrees.
The new format will allow scientists who are focused on practical research and actively publish in scientific journals to concentrate on this work, and use the results to obtain a doctoral degree. The requirements for such applicants will be very high. So, those who specialize in natural, technical, biomedical and agricultural sciences should have at least 30 publications over the past 10 years. Applicants for a doctoral degree in the humanities, economic and social sciences – at least 50. The publications in which scientific articles are posted must be internationally recognized. With the traditional format of protection, 10 publications in peer-reviewed publications are enough for natural science and technical specialties and 15 for humanitarian and socio-economic areas.
The decree also gives dissertation councils the right to hold meetings in an online format, which was introduced at the time of the coronavirus, on an ongoing basis. Board members and opponents will be able to participate in them remotely, which will greatly simplify the organization and the certification process itself.
The resolution also amended the Regulation on the Higher Attestation Commission. In particular, the powers of the Ministry of Education and Science are consolidated to approve the regulations on expert councils of the Higher Attestation Commission, including the requirements for candidates and the procedure for their formation.
The new practice of awarding academic degrees will relieve the expert system and ensure the transparency of certification procedures.
