A two-storey apartment building in Khamovniki, built in 1871, can be rented at a city auction under the preferential program “1 ruble per 1 square meter”. The area of ​​the building is 353.3 square meters, said the Deputy Mayor of Moscow for Economic Policy and Property and Land Relations Vladimir Efimov.


The apartment building put up for sale is a cultural heritage site. It is located near the Park Kultury metro station. The winner of the auction will sign a 49-year lease with the city. Within five years, the investor will have to research the object, create a restoration and renovation project, implement it, and then adapt the building for modern use.

“After fulfilling the obligations to preserve the object, the winner of the auction will be able to continue renting it at a preferential rate – one ruble per square meter per year. A non-residential building has a free purpose: after restoration, it can house an office, shop, leisure or educational institution. Any individuals or legal entities, including individual entrepreneurs, can take part in the auction, ”said Vladimir Efimov.

The main house of the city manor stands on the first line of Kropotkinsky Lane and is a valuable element of the compositional and planning structure of the quarter. This is an example of a residential building of the late 19th century, built in classical forms of eclecticism. Inside, the apartment-type layout has been preserved, as well as the corner stoves of that time.

“Regardless of the selected functional use from the list of permitted ones, the tenant of a two-story mansion will have to comply with all the requirements of the security obligation and carry out work in accordance with the act of technical condition under the control of the Moscow City Heritage Agency,” added the head Moscow City Department for Competition Policy Ivan Shcherbakov.

The city program “1 ruble per 1 square meter” was launched in 2012. It includes 24 cultural heritage sites, 19 of them have already been restored. Work is underway to preserve five more buildings. With the help of the program, at the expense of private investment, it is possible to put in order the objects of cultural heritage, which are in an unsatisfactory condition.
