The development of the flood situation in 608 blockage-prone areas along the rivers will be controlled by 138 operational groups of the Russian Emergencies Ministry, equipped with unmanned aerial systems.

In the Far East, the Lena, Kolyma, and Aldan river basins are monitored. January this year broke a 30-year record for freezing temperatures here, significantly increasing the thickness of the ice cover and freezing of the soil.

In Siberia, the filling of the Ob River with thawed waters will be influenced by a large supply of water in the snow cover. With a sharp warming, melt water can spread downstream.

In the northwestern part of the country, on the Severnaya Dvina and Pechora rivers, the ice thickness exceeds the long-term average values.

At the same time, the active phase of the spring flood takes place in the territory of central Russia and in the south of Primorye. The development of the situation corresponds to the forecasts – there are no flooding of settlements. The rivers of the southern, northwestern and central parts of Russia – in the Rostov, Volgograd, Pskov, Lipetsk and Oryol regions – are actively being freed from this ice.

Preventive measures for the safe passage of spring floods are carried out on the territory of all constituent entities of the Russian Federation.

For example, ice-cutting and ice-blasting operations began on the rivers of Kuzbass, Tomsk and Chelyabinsk regions. Thus, specialists weaken the ice and reduce the risk of coastal flooding during the period of ice drift.

In Kuzbass, 52 gauging stations are used to monitor the passage of spring floods on rivers, of which 21 are stationary and 31 are temporary. In addition, the nature of the flood will be monitored using video surveillance systems. In total, 23 video cameras have been installed in the Kemerovo Region to monitor the level of local rivers. Specialists will receive information on the development of the flood situation through space monitoring, as well as using unmanned aircraft.

Recently, the commission of the central office of the Russian Emergencies Ministry checked the readiness of the southern Urals for seasonal risks. The spring flood in the region promises to be difficult: complications of the situation are possible in 52 settlements on the territory of 25 municipalities. To reduce the risks of flooding, specialists carry out a set of preventive measures, which includes blackening ice, sawing and blasting operations on rivers. In total, a group of RSChS with a total number of about 10 thousand specialists, over 2 thousand units of equipment, as well as more than 140 units of floating craft is ready to protect the population and territories of the Chelyabinsk region in a flood-hazardous period. If necessary, the airmobile group of the Main Directorate of the Ministry of Emergency Situations of Russia in the Chelyabinsk Region, which includes 100 specialists, 2 units of equipment and 4 floating crafts, will promptly connect to help the population.

In the Trans-Urals, 10 thousand specialists and more than 2.5 thousand units of equipment are ready to repulse the flood. The arsenal of local fighters against the natural elements was presented at the review of forces and means, which took place in the Kurgan region this week. The event was attended by employees of the Russian Guard, police, ambulance, emergency recovery team of SUENKO, representatives of Gazprom and Sberbank. In addition, an airmobile group of the Russian Emergencies Ministry for the Kurgan Region, consisting of 100 specialists and 10 pieces of equipment, is in constant readiness for a prompt response in the event of a flood situation complication. From April 25, the region will host the MI-8 helicopter of the Zhukovsky Aviation Rescue Center of the EMERCOM of Russia and the engineering vehicle IMR-2 of the Ural Training and Rescue Center of the EMERCOM of Russia. This will increase the efficiency of assistance to the population in unfavorable conditions for the development of the situation.

On the eve, in the Altai Territory, a comprehensive training was held with the management bodies and forces of the RSChS to work out measures for accident-free passage of the spring flood. Practical events took place in Talmensky district, for the settlements of which the threat of flooding is relevant every spring. During the exercise, various capabilities of modern technology were demonstrated, which will be used in flood conditions. In particular, the evacuation of citizens from flooded areas of the terrain was carried out using a hovercraft, practical measures were demonstrated to retrieve a vehicle that got into the flooded zone. Also, the participants were able to personally assess the effectiveness of the use of water-filled dams.

In total, in the Altai Territory, the threat of spring floods is relevant for 83 settlements in 27 municipalities. For each territory, a model of the development of an emergency situation has been drawn up, the information has been brought to the attention of the heads of administrations.

EMERCOM of Russia coordinates the entire range of preventive measures that must be taken by municipalities before the flood-hazardous period.

In total, a grouping of forces and means of the RSChS is ready to respond to a flood hazard across the country: more than 700 thousand specialists and 165 thousand units of equipment, as well as over 300 aircraft and more than 13 thousand units of floating crafts.
