Today, the Security Council of Russia, chaired by President Vladimir Putin, considered and approved the draft “Fundamentals of the State Policy of the Russian Federation in the Field of International Information Security”.

A decision was made to prepare a plan for its implementation, and priority measures were identified for its comprehensive provision.

In the near future, the document will be submitted to the President of Russia for approval, and then published.

The draft “Fundamentals of the State Policy of the Russian Federation in the Field of International Information Security” updated global threats in the field of informatization.

It was noted that information and communication technologies are increasingly used for terrorist and extremist purposes, including for the propaganda of terrorism and attracting new supporters to terrorist activities.

The number of crimes in the field of computer information is growing.

For the first time, the author identifies the threats associated with carrying out computer attacks on the information resources of states, including the critical information infrastructure.

Digital technologies have become more actively used in the military-political sphere with the aim of interfering in the internal affairs of sovereign states.

Some states, in an effort to maintain their dominance, deliberately limit the access of developing countries to advanced technologies to increase their economic and political dependence.

To neutralize the growing threats, the aim of Russia was confirmed to intensify international cooperation, to create an international legal regime for regulating the activities of states in the information space, primarily to ensure the digital sovereignty of independent states and prevent interstate conflicts using information technologies.
