The production site of the federal state unitary enterprise (FSUE) “CITO” was opened in the Koptevo district. It is located at 10 Priorova Street, building 7. One of the largest Russian manufacturers of medical equipment, FSUE CITO, is the responsible executor of the flagship project of the Ministry of Industry and Trade of Russia to organize the production of import-substituting medical devices for traumatology, orthopedics and prosthetics under the state program “Development of the pharmaceutical and medical industry”.
“This is a very important project. It is important from the point of view of promoting technologies of the highest level, replacing a huge flow of imported products, and most importantly, it is the creation of first-class medical products for thousands of Muscovites, ”said
According to him, every year Moscow doctors carry out more than 10 thousand of the most complex operations, and the new technology will make it possible to produce orthopedic products and prostheses for a specific person. And high-quality modern prosthetics allows people to return to normal life.
“Taking into account the scale of healthcare in Moscow, the huge number of people who need this kind of help, prostheses, orthopedics, naturally, together with CITO, we must ensure the systematic growth of orders from Moscow doctors. But for this we need to convince them that this is a high-quality product of a high level, ”Sergei Sobyanin noted.
For this, according to him, it is planned to create working groups on the basis of the enterprise, where doctors will be able to learn better about the medical products manufactured by CITO for traumatology, orthopedics and prosthetics.
The need for close cooperation of medical workers with manufacturers of high-tech products was also stated by the Minister of Health of the Russian Federation Mikhail Murashko.
“Today our scientists and production workers are really showing excellent results. To do this, you need to create conditions, you need to acquaint medical workers with these technologies. This is extremely necessary, ”Mikhail Murashko said.
According to him, more than 1.2 million operations are performed annually in Russia in the field of traumatology and orthopedics. In some cases, patients need modern high-tech implants.
Minister of Industry and Trade of Russia Denis Manturov thanked Sergei Sobyanin for his active participation in the joint program to create a production center.
“This is a joint work, a joint program, which, as it seems to us, would be correctly extended to the whole country, but for this it was necessary to create this center, where we are today. The total volume of federal investments amounted to more than 3.5 billion rubles. It provides for the production of almost 30 percent of the volume of needs of the healthcare system, ”the Minister noted.
In 2017–2021, the enterprise implemented an investment project for reconstruction and technical re-equipment with a total budgetary investment of 3.56 billion rubles. About 150 jobs will be created or modernized there.
Implants of any complexity
On an area of over 11 thousand square meters, there are almost 300 units of modern technological equipment: machining centers, machines for surface modification and application of functional coatings, 3D printers for the manufacture of individual implants and prosthetic and orthopedic products.
“In the Russian Federation, more than 600 thousand citizens have musculoskeletal disorders. About 160 thousand people need prosthetics every year. And today we saw that not only high-tech modern production of products that meets all modern requirements is being formed on the site of this unique production complex, but also conditions have been created that allow testing modern methods of rehabilitation, ”said Anton Kotyakov, Minister of Labor and Social Protection Russian Federation.
A number of technological complexes at the enterprise have been developed by Russian and foreign manufacturers specifically to meet the challenges facing CITO.
The result of the project implementation was the creation of a full technological cycle production – from primary processing of semi-finished products to sterilization and packaging of finished medical products. Technological capabilities allow the production of implantable products of any complexity, with increased reliability and safety – the most significant indicators in traumatology and orthopedics.
The enterprise will also be able to produce individual prosthetic and orthopedic products of increased functionality, allowing to fully restore the social activity of patients. And in a rehabilitation center equipped with modern equipment, a multidisciplinary team of doctors and specialists (orthopedist, neurologist, psychologist, rehabilitation therapist and prosthetist) will help you choose the right products and teach you how to use them.
The implementation of this project will allow solving the following tasks:
– to provide at least 30 percent of the needs of the domestic market with competitive implantable medical devices for traumatology and orthopedics and thereby reduce dependence on imports;
– to expand the practice of using new methods of conservative treatment of orthopedic and neurological pathology using orthotics;
– to develop new designs, technologies for the production of innovative high-tech components and leg orthoses for the disabled and patients with pathology of the musculoskeletal and nervous systems;
– to create a system of diagnostics, 3D modeling of pathological abnormalities and their correction using individual orthotics or prosthetics;
– to integrate the created production facilities into the international cooperation of manufacturers of medical devices, to ensure the transfer of technologies and export of products in the amount of about one billion rubles.
Federal State Unitary Enterprise “CITO” of the Ministry of Industry and Trade of Russia produces implantable medical devices for traumatology and orthopedics, as well as provides services for providing patients with technical means of rehabilitation (RTD), including prostheses and orthoses.
Among the manufactured products are endoprostheses, external fixation devices, products for bone and intraosseous osteosynthesis, products for skeletal traction, prostheses of the upper and lower extremities, bandages, splints, orthopedic devices and accessories for orthosis products.
More than half a century of history
The company was founded on June 29, 1963, when, on the basis of the prosthetic department of one of the oldest institutes in the field of traumatology and orthopedics, the N.N. Priorov – a pilot plant was opened.
In 1975, a production building was built and the production of devices for reposition and fixation of Volkov-Oganesyan bone fragments, endoprostheses of Professor Sivash began, the range of implantable medical devices for osteosynthesis was significantly expanded: nails, plates, rods, medical screws. The assortment of prosthetic and orthopedic products also increased, including with the use of materials that were new at that time – polyvinyl chloride and foamed polyethylene.
In 2010, for the first time in Russia, they began to produce prostheses and orthoses made of composite materials reinforced with fiber fibers. In 2019, the company started manufacturing upper and lower limb prostheses with an external energy source.
Today FSUE CITO branches are located in three cities of Russia – Kursk (opened in 2009), Belgorod (2012) and Izhevsk (2019). In 2021–2022, it is planned to organize branches in four more cities – Kazan, Kurgan, Nizhny Novgorod and St. Petersburg.
Service “New Opportunities”
As part of the opening of the production site of FSUE “CITO”, a presentation of the “New Opportunities” project took place. It is implemented by the capital Department of Labor and Social Protection of Population and Department of Health, as well as the Main Bureau of Medical and Social Expertise in the city of Moscow.

“This joint teamwork of Moscow and federal authorities, of course, should have a colossal effect. A person who finds himself in such a situation should not feel lonely, should not go from one department to another, begging or trying in some way to build a treatment and rehabilitation program. This should be teamwork, aimed at a specific person, ”said the Moscow Mayor.
The launch of the New Opportunities service is scheduled for May 1.
Most of the operations for amputation of limbs in medical organizations in Moscow are performed in connection with the development of complications of cardiovascular, endocrinological and other diseases, mainly in the elderly or in people with disabilities. Amputations in able-bodied people are usually associated with trauma.
After such operations, patients are provided with prosthetic products, including those produced by CITO. In 2020, within the framework of state contracts concluded with the enterprise, 312 people were provided with prostheses, 728 people with orthoses, 26 people underwent comprehensive rehabilitation with prosthetics and orthotics. During the COVID-19 pandemic, the company provided people with disabilities at risk with prosthetic and orthopedic products at home.
Elena Logvinova, head of the launch of the New Opportunities project, said that those in need of highly functional prosthetic products will receive them in an average of three and a half months. This will allow early rehabilitation to begin and to include the person in their normal old life faster and more efficiently.
“Our main task is to make sure that we provide maximum support to a person at all stages. Support for a person and his family. Helped with employment, if required. They retrained, retrained or made individual support. The main task is to do everything for a person to return to a full life: to adapt morally, physically, socially, ”said Elena Logvinova.
The new project will make it clear to a person who has undergone an operation to amputate limbs that he has a trajectory of movement, said Viktor Spektr, director of CITO.
The employer will receive a letter prohibiting the dismissal of such an employee, and a rehabilitation plan will be drawn up so that the person returns to work as soon as possible.
“In Moscow, more than four thousand amputations are performed annually. If we can employ 300 people a year so that they do not change jobs, I think this is a huge success for us, ”said Viktor Spektr.
Endoprosthetics and provision of technical equipment. Moscow experience
More than one million people with disabilities live in the capital, most of whom are older people. Last year, 237.1 thousand people were provided with technical means of rehabilitation – everyone who asked for help.
In recent years, the number of joint replacement surgeries has increased almost 10 times – from 987 in 2010 to 10,546 in 2019.
The majority of surgeries – about 75 percent – are performed for hip replacement, of which 60 percent are planned interventions for coxarthrosis (degenerative-dystrophic diseases of the joints), 37 percent are emergency surgeries for fractures of the femoral neck (the average waiting time for emergency surgery is 63 hours), three percent – revision (replacement of a previously installed prosthesis with a new one when it is worn out or unstable).
Operations are performed by specialists from more than 20 multidisciplinary clinics of the city, including the city clinical hospital named after S.P. Botkin, on the basis of which the Moscow City Center for Endoprosthetics of Bones and Joints, City Clinical Hospital No. 13, City Clinical Hospital No. 67 named after L.А. Vorokhobov, city clinical hospital named after S.S. Yudin, city clinical hospital No. 31, city clinical hospital No. 1 named after N.I. Pirogov.
The majority of patients (73 percent) are over 60 years old. In about half of the cases, emergency hip arthroplasty is performed within 48 hours of an injury (hip fracture), the gold standard for this type of surgery.
Manufacturing of medical devices
In the capital, there are 60 enterprises – manufacturers of medical devices, which employ 4.1 thousand people. Among them there are 10 large and medium-sized enterprises – LLC “Aircraft”, LLC “Optic-Vision”, Federal State Unitary Enterprise “Moscow Prosthetic and Orthopedic Enterprise” of the Ministry of Labor of Russia, LLC “Ab Med”, FSUE “CITO”, LLC “Konmet”, LLC ” Stenteks “, LLC” DNA-Technology TS “, LLC” Medplant “, LLC” MZRKS suture materials “.
The average salary at these enterprises is 98.6 thousand rubles per month.
At the end of 2020, the total volume of shipped goods amounted to 16.9 billion rubles (28 percent more than in 2019), including orthopedic appliances (40 percent), glasses and lenses (28 percent), medical furniture (18 percent) and other medical products (14 percent).
Today, these enterprises cover 21 percent of Moscow’s needs for medical products. 60 percent of the capital market is imported, another 19 percent of products are imported from other regions of Russia.
In 2019, the city signed an offset contract to organize the production of special medical products for ostomy patients. Under the contract, the manufacturer Gemamed LLC will ensure the supply of a wide range of relevant products to medical institutions in the capital. The contract value is 8.6 billion rubles (for eight years). Investment in the organization of production – one billion rubles.
