March 30 marks the 60th anniversary of the signing of the 1961 Single Convention on Narcotic Drugs. This document, in fact, laid the foundation for the modern international legal regime for drug control, defining the basic obligations of states in this area. The key one is to limit the use of drugs exclusively for medical and scientific purposes.

It was on the basis of the 1961 Single Convention that the specialized bodies of the UN system in the anti-drug field were established – the UN Commission on Narcotic Drugs, in which our country invariably plays a leading role, as well as the International Narcotics Control Board, which is responsible for monitoring the implementation of the conventions by states.

The strategic line for the full and effective implementation of the Single Convention is fixed in the new Strategy of the state anti-drug policy of the Russian Federation for the period up to 2030. This course is especially relevant in the light of attempts by a number of states to undermine the current interstate drug control system by legalizing recreational (non-medical) drug use in violation of conventional norms. Russia condemns such steps and calls on all countries to strictly follow their international legal obligations in the anti-drug sphere.

We are convinced that clear and conscientious adherence by states to the provisions of the Convention is a clear confirmation of their adherence to the principles and norms of international law.
