The Free Access project is now working in all districts of the capital. It was launched in pilot mode in June last year in several districts of the North-East Administrative District to combat illegal use of common areas.

“In a pilot mode, the Free Access project has been operating since June 2020 in the Sviblovo, Maryina Roshcha, Bibirevo, Ostankinsky and Alekseevsky districts. During this time, employees of the department processed more than 80 complaints from residents, most of them were associated with the installation of barriers and other restrictive elements in the courtyards. About 60 percent of the total number of complaints were found to be violations and promptly eliminated. According to him, the organization of illegal parking lots in the courtyards is one of the most common methods of self-occupation of public areas. In 2020 State Inspectorate for Control over the Use of Real Estate Objects discovered 120 illegal parking lots, almost half of them are already equipped for free parking for residents of nearby houses.

In every district where the project is already in operation, there is a responsible inspector. For more efficient interaction with citizens, each of them has an account on Instagram, said the head of the State Inspectorate for Real Estate Vladislav Ovchinsky.

“Residents of the area can send an appeal to the inspector on Instagram and report illegal parking or other restrictions on access to the common area. To do this, it is enough to indicate your last name, first name and patronymic, contact number for communication, a brief description of the problem and a photo of the illegal structure. On the basis of the received request, the inspector verifies the legality of the installation of the enclosing structure within three days. If the fact of self-seizure of a land plot is confirmed, the State Inspectorate for Real Estate, together with the prefecture of the district, take measures to remove restrictions and restore free access, “added Vladislav Ovchinsky.

Among the main issues that Muscovites address are the legality of installing barriers, hemispheres, fences for driving into yards, restricting pedestrian paths in public areas, installing chains between parking spaces in yards, parking posts, as well as collecting funds for illegal parking lots.
