Reclamation of the Krasny Bor toxic waste landfill is carried out within the framework of the Ecology national project.
Deputy Prime Minister Viktoria Abramchenko, as part of a working trip to the Leningrad Region, got acquainted with the progress of work on the reclamation of the Krasny Bor toxic waste landfill carried out within the framework of the Ecology national project.
Together with the governor of the region, Alexander Drozdenko, Victoria Abramchenko examined the sluice-regulator, the bypass canal, storage ponds, and pits with liquid organic waste. When inspecting the complex of treatment facilities, a technological pilot installation for bench testing of the technology for processing the watered contents from open landfill maps was demonstrated.
According to the Deputy Prime Minister, work to eliminate the accumulated harm to the environment at the Krasny Bor landfill is included in the Clean Country federal project of the Ecology national project and should be completed in 2024.
By the decision of the Government, the FSUE “Federal Environmental Operator” of the State Corporation “Rosatom” was designated as their executor. At present, the facility is kept in a safe state by the forces of FEO and the management of the Krasny Bor landfill.
“Hazardous chemicals from all over the Soviet Union were brought to the Krasny Bor landfill. There is no documentation confirming the composition of waste in a particular map. Therefore, we must now approach the research very competently, draw the correct conclusions, make sure that we know these chemicals and know what to do with them further in the reclamation process, ” said Victoria Abramchenko. – Now there is no threat. My colleagues and I drove through the range. In total, there are 70 maps at this polygon: 65 maps are covered with soil, and five open maps are under constant control. “
The Deputy Prime Minister added that urgent measures are currently being taken so that the waters that flood the maps as a result of the flood do not spread further, and do not wash these dangerous chemicals into water bodies.
“Our task, within the framework of urgent measures, is to do the same thing that we did at other sites, for example, at the site in Usolye-Sibirskoye: eliminate the threat, minimize for the environment and citizens who live in settlements near the landfill,” – commented Victoria Abramchenko.
The Governor of the Leningrad Region, Alexander Drozdenko, stated that the federal structures had control over the situation at the landfill and the beginning of active work on processing the accumulated waste. “It is important for us that active actions begin so that local residents can feel safe,” he said.
The Deputy Prime Minister said that at present, research and design work is underway, which should be completed this year, it is necessary to obtain all the necessary conclusions of the state expertise, including the environmental one.
In order to exclude the possibility of the appearance of facilities similar to Krasny Bor, Victoria Abramchenko announced the start of work on the inclusion of existing sites in the Federal Register of Accumulated Damage Objects: “We are now launching an inventory of accumulated damage objects on land and at sea. And at the same time we are changing the situation so that there is no longer a legislative opportunity for the owner of the enterprise or objects of accumulated harm to simply leave them to their own devices. So that later the state and citizens do not look for funds and opportunities in order to reclaim such objects. We are now preparing a corresponding bill. “
“In 2020, all the necessary surveys were carried out and the first stage of design documentation was formed, associated with the construction of an echeloned curtain around the perimeter of the entire landfill in order to exclude the ingress of pollutants into the environment,” explained the director of the direction for the implementation of state and sectoral programs in the field of ecology state corporation “Rosatom” Andrey Lebedev. – In the active phase – designing a liquid waste treatment system from five open landfill maps that pose the greatest threat. Today, a pilot plant has already been installed, which will allow to work out all the processing modes and understand the operating costs when working at such a plant. “
In turn, Elena Sharoykina, Chairperson of the Commission on Ecology and Environmental Protection of the Civic Chamber of the Russian Federation, recalled that last year, Russian President Vladimir Putin instructed the Civic Chamber to strengthen public control over the implementation of the Ecology national project.
“It is fundamentally important that the elimination of the accumulated environmental damage at such large facilities as Krasny Bor or Usoliekhimprom takes place under conditions of maximum openness and under constant public control.
