On April 7-8, Minister of Foreign Affairs of the Russian Federation Sergey Lavrov will pay a working visit to the Republic of Kazakhstan. He is scheduled to have an audience with President K.-Zh.K. Tokayev and talks with Deputy Prime Minister – Minister of Foreign Affairs Mikhail B. Tleuberdi.

Kazakhstan and Russia are time-tested strategic partners and closest allies. We highly appreciate the established trusting, constructive relations between the leaderships of our countries. Decisions made at the highest and high levels stem from the urgent needs and fundamental interests of two good-neighborly, friendly peoples.

The advantages of the Russian-Kazakh privileged partnership were fully manifested at the peak of the coronavirus pandemic. In the shortest possible time, the joint production of the Russian vaccine “Sputnik V” was agreed and started at the Karaganda pharmaceutical complex. This drug is in great demand among the population of the republic, so we continue to send additional components of the vaccine to Kazakhstan – in April and May, it is planned to deliver 100 thousand doses.

The contribution of the constituent entities of the Russian Federation, which, on their own initiative, carried out the “Good-Neighborhood” action, sent teams of doctors and humanitarian aid to the regions of Kazakhstan.

Deeply structured trade and economic ties form a solid basis for bilateral interaction. Russia traditionally retains its first place among Kazakhstan’s partners (its share in the total volume of Kazakhstan’s foreign trade in 2020 is 20.9%). In 2020, it was possible to prevent a significant decrease in trade turnover: it decreased by only 4.7% – to $ 19 billion. Moreover, trade in chemical products and agricultural raw materials has grown in volume.

More than 50 large investment projects with Russian participation are being implemented in Kazakhstan. It was during the “coronacrisis” that a number of promising areas of industrial cooperation were promoted. In particular, joint production for the assembly of helicopters, construction of plants of KAMAZ PJSC in Kostanay, the launch of chemical industry facilities in the Zhambyl region (Eurochem), the organization of tire production with the participation of PJSC Tatneft in the Karaganda region. Work is underway to form a Russian-Kazakh nanotechnology fund.

The coordination of bilateral interaction is carried out by the Intergovernmental Commission on Cooperation between the Russian Federation and the Republic of Kazakhstan. The 22nd meeting of the Intergovernmental Commission took place on November 10 and 24, 2020 (via videoconference).

The demand for Russian higher education in Kazakhstan is invariably high. As the sanitary and epidemic situation improves, Kazakhstani students – more than 66 thousand people – will have access to full-time education in Russian universities.

The Baikonur cosmodrome is a world famous symbol, an object of pride and prestige of our states. On the agenda are joint projects aimed at creating Kazakhstan’s own space potential and providing commercially profitable launch services to third countries from the launch site.

Russia supports Nur-Sultan’s efforts as chairman of the bodies of the Eurasian Economic Union. Close foreign policy coordination continues both in our common integration associations (CSTO, CIS and SCO), and within the UN, OSCE and other international platforms – in accordance with the Treaty between the Russian Federation and the Republic of Kazakhstan on good-neighborliness and alliance in the 21st century.

The Russian and Kazakh approaches to cooperation in the Caspian are consonant. Preparations are under way for the Sixth Caspian Summit (at the initiative of Turkmenistan). On August 12 of this year. the second Caspian economic forum is planned in Moscow. Russia and Kazakhstan agree that the strengthening of interaction along the line of the “Caspian Five”, which bears the main responsibility for the situation in the region, is in line with ensuring security, transport connectivity, environmental protection, the development of tourism and scientific cooperation of all coastal states.
